American Indian Language Policy and School Success
Jon Reyhner Introduction On October 30, 1990, President Bush signed the Native American Languages Act , Title I of Public Law 101-477.1 Congress found in this Act that "the status of the cultures and languages of Native Americans is unique and the United States has the responsibility to act together with Native Americans to ensure the survival of these unique cultures and languages" (102, 1). Congress made it the policy of the United States to "preserve, protect, and promote the rights and freedom of Native Americans to use, practice, and develop Native American languages" (104, 01). "The right of Indian tribes and other Native American governing bodies to use the Native American languages as a medium of instruction in all schools funded by the Secretary of the Interior" is recognized (104, 5). Furthermore, the act declared that "the right of Native Americans to express themselves through the use of Native American languages shall not be restricted in any public proceeding, including publicly supported education programs" (105). The Native American Languages Act has three important implications. First, it is a continuation of the policy of Indian self-determination that has been effect over the last twenty years. Second, it is a reversal of the historical policy of the United States Government to suppress Indian languages in Bureau of Indian Affairs (BIA) and other schools. And third, it is a reaction to the attempt to make English the official language of the United States. The Act represents the grass roots support of Indian people for their native heritage. This article looks from a historical perspective at what impact the implementation of the American Indian Languages Act might have on Indian education.

BIOGRAPHY - CRITICISM
Minneapolis Star and Tribune before she began her career with the Minneapolis Public Schools in 1966. As a member of the Minority Task Force, she aided in the development of the Title IV Indian Studies Curriculum. As a staff writer for the Audio Visual Based Indian Resource Unit (AVBIRU) of the Minneapolis Public Schools, she authored many of the stories, filmstrips, and booklets that are a part of the curriculum today. A few examples of this are her poster story entitled "Ahmik Nishgadahzee," an Ojibwe legend about a beaver retold by Broker and illustrated by Bambi Goodwin, and "Weegwahsimitig," a short story about a birch tree. Beyond her involvement in the school district, she was also a member of many Indian organizations. In 1970, she began to work with the Upper Midwest American Indian Center, where she was head of the research staff from 1971 to 1972. She founded the Minnesota American Indian Historical Society. Other organizations she devoted her time to include the National Indian Council on Aging, the Ikwe Marketing Collective, Indian Upward Bound, Council of Native Americans, Concerned Indian Citizens, and the Indian AFDC group. Locally, she participated in the American Indian Center in south Minneapolis, Urban Indian Federation of the State of Minnesota, and the Division of Indian Work of the Greater Minneapolis Council of Churches. In 1984, she accepted one of fourteen national awards given by the Wonder Woman foundation in acknowledgement of her personal accomplishments in the face of adversity.

Goal once assimilation, now 2nd chance
By MATT BANEY Argus Leader published: 2/17/02 FLANDREAU - When Art and Colleen Cartwright met here 30 years ago, Flandreau Indian School was a much different place. In 1972, the two, who had grown up near the Canadian border on North Dakota's Turtle Mountain Indian Reservation, were among some 600 students learning trades at the South Dakota campus. Today, most of the 370 students have come to Flandreau to escape trouble at home - some even have been assigned to the school by social workers after running afoul of the law. The structure and seclusion of the boarding school are designed to help them focus and succeed. And the Cartwrights are happy to help out.

The bloody rout of 1890 gave tragic evidence that the old ways were gone; in their place came the challenge to Indians to adapt or vanish. The siege of 1973 had proved, at least, that they had done neither. In fact, the Indian population had more than tripled since 1890, when it stood at 250,000. And Indians seemed less inclined than ever to turn away from their ancient sense of tribal belonging. Their journey through history has not yet ended. They strive to prolong it, and to discover its meaning. ~ Vine Deloria, Jr., 1974 A Brief History of Assimilation and the Struggle for Recuperation The history of European and American relations with the Native people they found on this continent is complex and multi-faceted. Certainly there were periods of friendly relations, sharing of land, goods, and lives, sometimes for periods of up to a hundred years in a given region. But in virtually every case, we (Americans) ultimately let greed and a sense of superiority dominate. Libraries and archives are replete with accounts of the brutality, humiliation, unfairness, racism, and countless crimes small and large suffered by Native peoples everywhere in this country at the hands of European and American people and governments. The well-documented programs of genocide and assimilation perpetrated by our government were both random and systematic. Perhaps the most thorough such attempt at assimilation to eliminate Native American culture came in the form of boarding schools, seemingly helpful from some perspectives, but overtly and insidiously harmful to individuals, families, and communities. North Dakota State University "Can you tell me the way to Rainy Mountain?" I asked a farm woman through the screen door. She came out and pointed, over the corral, to "that little knoll." The woman and I talked a minute about her son, who this day was hauling a drilling rig to western North Dakota, and then my companion and I departed, to loop around and approach Rainy Mountain from the north. To my knowledge, from conversations with Kiowas and readings of cultural studies, Rainy Mountain has no general tribal significance of ritual or belief. For these people of the northern plains moved south, however, it is a landmark of identity, providing a sense of place to a community conquered and confined to a reservation in southwest Oklahoma. That’s why it’s in the title of the classic by N. Scott Momaday, "The Way to Rainy Mountain." Rainy Mountain also has personal and family significance to many Kiowas because just off its shoulder to the southeast stood the Rainy Mountain Boarding School, now in ruins. The purpose of this Indian boarding school, as recorded in the title of Clyde Ellis’s book about it, was "to change them forever"–to make Kiowa kids into Anglo-Americans.

Selected records primarily composed of financial and administrative correspondence to and from the Abbot and Benedictine priests and religious stationed on the Standing Rock Reservation of North and South Dakota. Included is a 40-year daily diary of the activities and observations of a priest; correspondence from Benedictine sisters and brothers operating reservation schools; correspondence from the Bureau of Catholic Indian Missions; federal correspondence and printed circulars regarding regulations affecting missionary activities; and correspondence, monographs, and printed material regarding the culture and history of the local Lakota and the history of the various Benedictine mission stations and a minority to about 1940 are written in German, reflecting the Swiss origins of the Abbey. Microfilmed in 1982 by Marquette University from originals borrowed from Conception Abbey, Conception, Missouri. Historical Note Conception Abbey was established in 1873 at Conception, Missouri by Abbot Frowin Conrad. As a Benedictine institution under the auspices of Engelberg Abbey, Einsiedeln, Switzerland, Conception originated as a potential relocation site for the parent institution, which was then experiencing intense persecution. In 1884, responding to the invitation of then Abbot Martin Marty of the Benedictine St. Meinrad's Abbey, St. Meinrad, Indiana, Conception priests and brothers joined the missionary effort on the Standing Rock Reservation of North and South Dakota.

Class action status is being sought in a $25 billion dollar lawsuit filed against the federal government and three Roman Catholic boarding schools. The schools named in the suit include St. Francis Mission school on the Rosebud Sioux Indian Reservation, St. Paul's in Marty, the headquarters of the Yankton Sioux Tribe, and Holy Rosary on the Pine Ridge Indian Reservation, all of which educated Sioux children in South Dakota. The suits were filed by five Sioux who claim they were abused at the schools, and there may be thousands of other students who could join the suit. The plaintiffs allege various forms of abuse by the priests and nuns, including beatings and sexual abuse while attending the boarding schools as a federal program to induce Indians to assimilate into white society.
