Bibliography When North Dakota entered the Federal Union in 1889, its leaders prophesied a glorious future for the Northern Prairie State. Great cities and prosperous farms, said the promoters, would make Dakota the "jewel" in the crown of Democracy. The ensuing century has proven the "boomers" both right and wrong. North Dakota has enjoyed prosperity, but it has also seen devastatingly hard times. In 1989, the essential problem remains the same as a century earlierfinding the capital necessary to provide services and benefits of a modern society to a far-flung population. As it was in 1889, North Dakota remains a social, cultural, and economic colony, a producer of raw materials, a consumer of manufactures and capital, and an exporter of educated young people. First People Before Euro-American settlement of the Northern Plains began in the 19th Century, the land had been occupied for many centuries. Archeological investigations document the presence of big game hunting cultures after the retreat of the continental glaciers about 10,000 years ago and later settlements of both hunting and gathering and farming peoples dating ca. 2000 B.C. to 1860. When the first white explorers arrived, distinct Indian groups existed in what is now North Dakota. These included the Dakota or Lakota nation (called "Sioux", or enemies by those who feared them), Assiniboine, Cheyenne, Mandan, Hidatsa, and Arikara. Groups of Chippewa (or Ojibway) moved into the northern Red River valley around 1800, and Cree, Blackfeet, and Crow frequented the western buffalo ranges.

The "Golden Age of Agriculture" took place in the United States and North Dakota between 1900 and 1920. The average gross income of farms more than doubled during this period, and the value of these farms more than tripled. Between 1898 and 1915 close to 250,000 pioneers entered the state of North Dakota and railroad mileage increased from 2,662 to 5,226 miles. In 1905 the Legislature of North Dakota appropriated $20,000 to advertise the state. In 1909 the United States Congress passed the Enlarged Homestead Act, which allowed settlers in certain states to get a 320 acre claim in exchange for five years residency and making improvements on the land. North Dakota was included under this law in 1912, and the residence requirement was lowered from five to three years (seven months of each year for three years). This booming era in American agriculture also prompted farmers to increase their acreage and productivity. Between 1898 and 1915 the acreage of wheat planted in North Dakota more than doubled from 4,300,000 acres to 9,400,000 acres and production grew from 69 million bushels to 159 million bushels. The increased use of machinery, ever larger and more powerful, was the key to the farmers' success. Among these later pioneers was the Pazandak family of Iowa, in search of more land for their growing family. Farming in North Dakota was not the same as in Iowa, the Pazandaks quickly learned. They adapted to their new environment, even planting tree shelterbelts for protection against the wind. They soon became North Dakota pioneers in the use of tractors and machinery.

Trade Delegation Develops New Export Markets For North Dakota's Agriculture Products
Scott Kroeger, business development manager for Arthur Companies in Arthur, and Roger Weinlaeder, president of Weinlaeder Seed Company in Drayton, developed a new export opportunity with buyers from the Barley Importers Association for food grade barley and malt barley used to brew Taiwanese beer. Superior Grains President Jerome Knudson from Crosby developed a new relationship with Pea/Lentil Buyers in Taiwan and discussed possible contracts later this year for North Dakota peas and lentils to be used in snack foods and feed. Grants and Other Free Money
By Michael Gallagher, SBA, North Dakota District Office Individuals often call the SBA asking for grants or "free money" to start their business. In many cases they have read or heard about this free money and how easy it is to get, through late night talk shows or in some obscure publication. In most cases, the information is incorrect and misleading. In other cases, it is close to a scam, at times asking for money for additional information. SBA and most other funding organizations in North Dakota do not provide grants or "free money" for starting or developing a business. Although there are some grants available, they generally are targeted towards specific groups, types of organizations or activities. Lets take a few minutes to learn what we mean by targeted organizations, groups or activities. SBA provides some grants, but they are generally provided to organizations to provide specific technical assistance to small business owners. These grants may be targeted to nonprofits or educational institutions. As an example, SBA funded grants and contracts to help small businesses develop and maintain a drug-free workplace. These awards went to nonprofit organizations and Small Business Development Centers (SBDC) who had demonstrated capacity to assist in this effort.
