Advanced Search How Much Energy Does It Take to Make a Gallon of Ethanol? - Institute for Local Self-Reliance, August 1995 Carbohydrate Economy Clearinghouse In April 2003, North Dakota's Governor signed into law an Ethanol Production Incentive bill (Senate Bill 2222). The legislation implements the first program in the nation to create a market-based support system for the growing ethanol industry. The ethanol incentive operates on a counter cyclical feature that is market-based. It is not a fixed payment, but is provided to a facility when the price of ethanol drops or the price of corn increases to levels that make ethanol less profitable. Incentives are based on a combination of a $1.80/bushel price for corn and a $1.30/gallon rack price for ethanol (price at the terminal). The new Ethanol Production Incentive program provides financial incentives for the production of ethanol in any newly constructed ethanol production plants. The New Rules Project believes that the provision allowing any type of ethanol plant to receive incentives was a missed opportunity for North Dakota to promote farmer-owned ethanol production facilities. Minnesota's ethanol rules are a good example of a state ethanol program designed to encourage not only renewable fuels production but also local, farmer ownership.

The tax credit is equivalent to thirty percent of the amount invested in the cooperative by the taxpayer, up to a total annual investment of $20,000. Investors in cooperatives or limited liability corporations are eligible for the credit, so long as the business has an agricultural commodity processing facility in this state and is more than half farmer-owned. Wyoming he state's population density is 9 people per square mile. The overall risk to ecosystems is moderate. Population density has decreased by 3 percent since 1982. The amount of developed land increased 9 percent between 1982 and 1992. There has been a 90 percent loss of native grassland, and 60 percent of the original wetlands acreage has been drained. The state has 10 federally listed threatened and endangered species. Biological Diversity Policy Status of Biodiversity Science
North Dakota does not have a coordinated assessment system in place. Instead, the state relies solely on its Natural Heritage database. The Natural Heritage Program provides for the only inventory of ecological resources, to include information on the status and distribution of exemplary natural communities, rare, endangered and threatened plant and animal species and unique geological features. GAP was supposed to be implemented in 1995, but has not yet begun. No other assessment systems were identified. Endangered Species State Agency Management for Biodiversity State-owned Lands No requirements for North Dakota agencies to plan and manage their lands for biological sustainability were identified.

6/8 - Region 8 is requesting proposals for pesticide stewardship projects in the state of Colorado. Projects that support education, training, monitoring, demonstrations or studies related to pesticide safety rules, regulations and procedures will be considered. Eligible recipients include state agencies, Tribes, local governments, universities, and non-profit organizations. NDAWN .. a network of automatic weather stations continuously monitoring North Dakota's weather.
Description ...
NDAWN currently consists of 49 automatic weather stations, 42 distributed across North Dakota, 2 in eastern Montana and 5 in northwestern Minnesota. Stations are located on permanent sites chosen to represent the general climate of the surrounding area. NDAWN stations monitor weather conditions continuously and provide hourly and daily summaries. Data are retrieved daily via telephone modem by personnel from the High Plains Climate Center (HPCC), Lincoln, NE . Following quality control procedures, data are archived and transferred to the NDSU Extension Network (ExtNet) computer system. Through ExtNet, past and current (yesterday's data today) weather data are available in a variety of formats. Data are also available through the Regional Weather Information Center, University of North Dakota Measured and calculated variables include:
  • Air Pressure
  • Air Temperature
  • Dew Point Temperature
  • Degree Days (Growing, Heating, Cooling, Insect)
