The Future of Agriculture In North Dakota

Originally published in "North Dakota History" Volume 56, number 1, winter 1989 The history of North Dakota agriculture is virtually synonymous with the history of the state. Throughout history, agriculture has been our dominant occupation and our main producer of wealth. Directly or indirectly, it has engaged the energies of most of our people. It has been crucial in shaping our society, our institutions, and our values. Our political role, within the state and on the national level, has also reflected the primacy of agriculture in our lives. The first of these wild cards is government policy. During our entire experience as a state and a nation, the United States has been a democratic country that has emphasized the maintenance of individual liberty and a capitalistic economic system. A revolutionary alteration of that status, resulting in the creation of some sort of authoritarian system, would obviously have serious implications for North Dakota agriculture and for the choices farmers could make.

Summary of North Dakota History
Text from the North Dakota Centennial Blue Book 1889-1989. Before Euro-American Settlement of the Northern Plains began in the 19 th Century, the land had been occupied for many centuries. Archeological investigations document the presence of big game hunting cultures after the retreat of the continental glaciers about 10,000 years ago and later settlements of both hunting and gathering and farming peoples dating ca. 2000B.C., to 1860. When the first white explorers arrived, distinct Indian groups existed in what is now North Dakota. These included the Dakota or Lakota nation, Assiniboine, Cheyenne, Mandan, Hidatsa and Arikara. Groups of Chippewa moved into the northern Red River Valley around 1800, and Cree, Blackfeet and Crow frequented the western buffalo ranges. (Picture: Catlin 1832) These peoples represented two different adaptations to the plains environment. Nomadic groups depended primarily upon vast herds of American bison for the necessities of life. When the horse was brought to the Northern Plains in the 18 th Century, the lives of the Dakota, Assiniboine and Cheyenne changed dramatically. These bands quickly adapted the horse, and the new mobility enabled them to hunt with ease and consequently to live better than ever before. The horse became a hallmark of Plains cultures, and the images of these mounted Indians bequeathed a romantic image of power and strength that has survived in story, films and songs. Friday to resist the introduction of biotech wheat. The Japanese coalition presented petitions it said was signed by 414
companies, consumer organizations and labor unions representing more than
1.1 million people. Agriculture Commissioner Roger Johnson said the group's concerns should
carry weight with North Dakotans because Japan is the state's top export
customer for spring wheat. ''Our message to them is we're pleased that you're here ... and we're going to do everything possible to make sure that as we go forward we can continue to access the Japanese market,'' Johnson said.

BISMARCK, N.D. (AP) A ballot measure that would restrict biotech wheat
plantings in North Dakota is ready for circulation, Secretary of State Al
Jaeger said. Supporters of the initiative must gather petition signatures from at least
12,844 North Dakota voters to put the measure to a statewide vote. They have
a year to do so. To qualify for the November ballot, petitions must be
turned in by Aug. 4. Karl Limvere, a Medina pastor and rural activist who is chairman of the
initiative's sponsoring committee, said the goal of the measure's backers is
"to get it on the ballot as quickly as we can.'' "Whether we are there for the November ballot is another kind of question,''

Chairman Wanzek and Members of the Senate Ag Committee, I am Theresa Podoll, an organic farmer near Fullerton, ND, and the Executive Director of Northern Plains Sustainable Agriculture Society. NPSAS is a non-profit organization serving 367 organic growers like myself, the majority of them making their livelihoods in our state of ND. Many other organic growers in the state belong to the Organic Crop Improvement Association, which has three Chapters in ND and Farm Verified Organic, located in Medina, ND, all of us working to serve the growing numbers of certified organic growers. Created 30 percent investment tax credits to spark value added ventures. Eliminated the used farm equipment sales tax to reduce the burden on our farmers.   • Agriculture is the leading revenue-producing industry in North Dakota, accounting for about one-third of the state's economic base. Tourism, energy, and manufacturing follow.
  • Wheat is North Dakota's chief agricultural commodity. Other chief contributors to North Dakota farm revenue are cattle, 12 percent; feed crops, 9 percent; soybeans, 7 percent; sugar beets, 5 percent; and sunflower, 4 percent.
  • A strong wheat industry is very important to the viability of North Dakota. As an example, if the farm level wheat price is $3.50 per bushel ($129 per ton), an average North Dakota wheat crop of 286 million bushels (7.8 million metric tons) is worth $1 billion, plus at least another $2.5 billion in indirect economic contributions.
  • Nationally, North Dakota typically ranks second to Kansas in total wheat production, though in two of the last 10 years ( 1995 and 1996), the state has come out on top.
  • North Dakota is number one in the production of two wheat classes: hard red spring and durum. On average, the state's farmers grow 44 percent of the nation's hard red spring - 211 million bushels (5.7 million tons) - and 68 percent of its durum, 71 million bushels (1.9 million tons).

Farms and ranches cover much of North Dakota. North Dakota's economy depends heavily on agriculture. The Red River Valley is one of the most fertile farming areas in the world. It lies along the Red River, which forms the North Dakota-Minnesota border. It also forms the border between Fargo, North Dakota and Moorhead, Minnesota, as well as Grand Forks, ND and East Grand Forks, MN. Some of North Dakota's agricultural products are barley, wheat, hay, sunflower seeds, milk, sugar, and beets. Potatoes, flax, sweet clover, alfalfa, wheat, oats, corn, and soybeans are some other products grown in North Dakota. Durum wheat is used to make spaghetti and many other products. Linseed oil, which is used to make paint, comes from crushed flax seeds. Flax is also used for cigarette paper. Wheat is the chief crop. North Dakota wheat is shipped all over the world. Farmers in North Dakota also raise hogs, sheep, beef cattle, and dairy cattle. In recent years, products such as carrots, which are usually grown in the southern and western parts of the United States, have been grown very successfully here.

Human Anthrax Associated With an Epizootic Among Livestock - North Dakota, 2000
On August 28, 2000, the North Dakota Department of Health was notified by a local clinician of a patient with a cutaneous lesion suggestive of anthrax following exposure to an infected animal carcass. This report summarizes the investigation of this case, which was associated with an anthrax epizootic among livestock in North Dakota, and emphasizes the importance of increased vigilance for human cases of anthrax during and following outbreaks of anthrax among livestock. On August 19, 2000, a 67-year-old resident of eastern North Dakota participated in the disposal of five cows that had died of anthrax. On the day of disposal, he placed chains around the heads and hooves of the animals and moved them to a burial site. He reported having worn leather gloves throughout transportation and disposal. On August 23, he noticed a small bump on his left cheek at the angle of his jaw. On August 25, the lesion had enlarged and he sought medical attention. He denied fever, malaise, headache, pruritus, or difficulty swallowing. On examination, the lesion was indurated to approximately the size of a quarter and was surrounded by a purple colored ring. The patient was afebrile and did not appear ill. The physician reported a firm, nontender, superficial nodule with an overlying 0.5 cm black eschar. No drainage was noted and neither wound nor blood cultures was obtained. The patient was placed on ciprofloxacin 500 mg twice a day for presumed cutaneous anthrax.
