North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

Easley Announces North Carolina No. 1 For Teacher Certification

RALEIGH, N.C. Gov. Mike Easley has announced that North Carolina continues to lead the nation in the number of teachers who have earned certification by the National Board of Professional Teaching Standards. This year's addition of 1,509 newly-certified teachers, the largest class in the country, brings the state total to 6,646 national board certified teachers. "Earning National Board Certification is no easy task," Easley said. "It requires teachers to demonstrate outstanding teaching methods and considerable content knowledge in their chosen subjects. "These rankings show our teachers are deeply committed to the children and to education in this state. I am proud of what they have achieved and what that means for our public schools." National board certification requires an extensive series of performance-based assessments, including teaching portfolios, student work samples, videotapes and thorough analyses of the candidates' classroom teaching and student learning. Teachers also complete a series of written exercises that probe the depth of their subject-matter knowledge, as well as their understanding of how to teach those subjects to their students.

Article 20 of the General Statutes, Chapter 115C, 295.2 as amended in 1996, reads, in part: The purpose of the Commission is to establish high standards for North Carolina teachers and the teaching profession. The North Carolina Teaching Standards Commission shall:
  • Develop and recommend to the State Board of Education professional standards or revisions of professional standards for North Carolina teachers.
  • Review the areas of teacher certification and recommend to the State Board of Education those areas that should be consolidated, redesigned, eliminated or enhanced.
  • Consider current methods to assess teachers and teaching candidates, including the National Teacher Exam, the assessments of the National Board for Professional Teaching Standards, and alternative methods of assessment and recommend to the State Board of Education the implementation of rigorous and appropriate assessments for initial and continuing certification that are valid and reliable measures of professional practice.

The North Carolina Council for the Social Studies announces its Student Teacher Scholarship which will be presented at the annual State Social Studies conference February 21-22, 2002 in Greensboro, NC. The scholarship is for $1,000 and is awarded annually to a college or university student leading to teacher certification in social studies. The criteria for this scholarship follows:
  • The applicant, if preparing for middle/secondary teacher certification, must have a concentration in social studies; or if preparing for elementary teacher certification, must have completed or be scheduled for at least 18 semester hours in the social sciences by the time of student teaching.

Page - Updated March 14, 1998 North Carolina The story of providing assistance for beginning teachers in North Carolina seems to begin in when the state legislature mandated the strengthening of professional certification and teacher preparation programs. The State Department of Public Instruction developed the "Quality Assurance Program" as a response addressing, among other things, the need to provide support and assistance to novice teachers during their first two years of teaching. A later state effort was the North Carolina Initial Certification Program (ICP) which was designed to support mentoring for beginning teachers during their first two years working with an Initial certificate. Mentors supported new teacher work to demonstrate mastery of the state's "Teaching Competencies", a step necessary to attain the "Continuing Teaching Certificate". Districts were required to provide a mentor or support team which discusses expectations with the beginning teacher, observes and coaches, helps in the design of a professional development plan, provides resources and modeling, and helps to solve problems. Three state supported training programs are made available to support the work of local mentors. In the state published the "North Carolina Mentor/Support Team Training Program". See NC Division of Teacher Education Services (1987). Raleigh, NC: State Dept. of Public Instruction. This document was helpful in that it created more of a common vocabulary and program of training across the state.
