WHO WE ARE
T he Center on Law, Ethics and National Security was founded at Duke University's School of Law on September 1st, 1993, by Robinson O. Everett, a professor of law at Duke and a former Chief Judge of the United States Court of Appeals for the Armed Forces. As an integral part of the Law School, the Center encourages and sponsors teaching, research and publications concerning national security law topics, and also conducts conferences and seminars in the national security field. Additionally, as the Center's name implies, it also seeks to provide a legal focus on national security issues from an ethical perspective. The Center on Law, Ethics and National Security is privately funded, drawing its financial support from foundation grants and other donations. OUR COMMITMENT TO TEACHING
The wide range of topics and issues which fall under the rubric of national security law continues to expand in virtually geometric proportions, and events that capture daily headlines or become the lead stories on the nightly news continue to have a dramatic effect upon national security decision-making.
We have witnessed the same intensity of growth in the teaching of national security law. In 1984, there were but seven law schools in the country that offered a course in national security law, but there are now almost 100 schools that provide such an offering.

In conformity with the Constitutions of the United States and of North Carolina, it is the public policy of the State in matters of education that "No human authority shall, in any case whatever, control or interfere with the rights of conscience," or with religious liberty and that "religion, morality and knowledge being necessary to good government and the happiness of mankind . . . the means of education shall forever be encouraged." (1979, c. 505; 1981, c. 423, s. 1.) 115C-548. Attendance; health and safety regulations. Each private church school or school of religious charter shall make, and maintain annual attendance and disease immunization records for each pupil enrolled and regularly attending classes. Attendance by a child at any school to which this Part relates and which complies with this Part shall satisfy the requirements of compulsory school attendance: Provided, however, that such school operates on a regular schedule, excluding reasonable holidays and vacations, during at least nine calendar months of the year. Mandatory Campaign Finance Fees
The executive committee of the North Carolina Bar Association Board of Governors voted Thursday to oppose legislation that would place a mandatory $50 public campaign financing assessment on North Carolina attorneys. Convening in Raleigh and Charlotte for a regularly scheduled quarterly meeting, committee members officially stated their opposition to Senate Bill 1331 and House Bill 1764. S.B. 1331 calls for an additional $50 tax on attorneys that would be assessed through the privilege tax. H.B. 1764 would add a $50 surcharge to the annual State Bar licensing fee.

Drafted and promulgated by the Fifth Provincial Congress in December, 1776, without submission to the people, the Constitution of 1776 and its separate but accompanying Declaration of Rights sketched the main outlines of the new state government and secured the rights of the citizen from governmental interference. While the principle of separation of powers was explicitly affirmed and the familiar three branches of government were provided for, the true center of power lay in the General Assembly. That body not only exercised full legislative power; it also chose all the state executive and judicial officers, the former for short terms and the judges for life.

This report summarizes key findings and makes recommendations based on 1997 survey results from principals, teachers, and students in a sample of 25 4 x 4 block scheduled high schools. Areas of inquiry include implementation issues, teaching changes, as well as satisfaction and other perceived impacts of block scheduling.

The 4 x 4 block schedule has grown rapidly in North Carolina, from about two percent of high schools (6) in 1992-93 to about sixty-five percent (254) of high schools in 1996-97.

Boston College Conference Oct 2002: "How to Keep High-stakes Testing from Making People Mentally Ill." HERE WE GO AGAIN!!! NOSEDIVE!! "In 2002, 46.8 percent of fourth graders scored at grade level or above as compared to 68.8 percent in 2001 and 57.6 percent in 2000. A total of 62.9 percent of seventh graders scored at 2.5 or better. This compares to 73.3 percent in 2001 and 71.9 percent in 2000.
Questions for the DPI, the State Board of Education, Phil Kirk, Mike Ward, Governor Easley, and members of the General Assembly: (1) What follow-up has there been from the audit panel report issued last December? (2) Were any lessons really learned from last year's math test fiasco? (3) How much longer will NC's children be guinea pigs in the DPI's ill-run testing lab? And most importantly...... (4) Given last year's and this year's massive failures, how can North Carolina parents, teachers, administrators, and students have any faith in any of DPI's tests? It appears that the ONLY gauge of quality of the tests are "reasonable" pass/fail rates. In Lou Fabrizio's words of last spring, we can assume that the "right" numbers are 85% pass, 15% fail. How can we ensure that "no child is left behind" and that no child is unfairly categorized as being "behind" with such shoddy instruments? If the testocrat agenda is to rule the day, when, at the very least, will they use legitimate tests?

The North Carolina Community College System
The North Carolina Community College System is the third largest in the nation. Each year the system's 59 institutions enroll more than three-quarters of a million students on campuses that are within 30 miles of 100 percent of the state's population. The system's mission from its beginning has been to provide opportunities for the citizens of North Carolina to further their education and to obtain training in order to successfully compete in an expanding job market. The Beginnings
In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed. The legislation authorized the establishment of community colleges and placed the general administration of the colleges under what was known then as the State Board of Higher Education (now the Board of Governors of the University of North Carolina). By 1961 five community junior colleges had been established under the jurisdiction of local boards of trustees and the State Board of Higher Education. These first five community colleges were College of the Albemarle in Elizabeth City, Wilmington College in Wilmington, Mecklenburg College and Charlotte College in Charlotte, and Asheville-Biltmore College in Asheville. In 1963 Gaston College in Dallas became the sixth community college approved under the 1957 act.

The State Board of Education consists of the Lieutenant Governor, the State Treasurer, and eleven members appointed by the Governor, subject to confirmation by the General Assembly. Appointments are for overlapping terms of eight years. The State Superintendent of Public Instruction serves as secretary and chief administrative officer to the State Board of Education. The State Superintendent, elected by the people of North Carolina for a four-year term, is responsible for organizing and administering the Department of Public Instruction. The Department of Public Instruction is organized into four areas: Education Management (State Superintendent, Deputy State Superintendent, and State Board of Education staff), Financial and Personnel Services, Information and Technology Services, and Instructional and Accountability Services.

A Timeline of Dental Public Health in North Carolina
The first state Dental Society in the nation was founded in North Carolina The first scientific paper suggesting the need for dental education of schoolchildren was presented to the North Carolina Dental Society. A permanent Oral Hygiene Committee established by the Dental Society. Dr. George Cooper, State Board of Health, urged NC Dental Society to action on behalf of acute dental needs among schoolchildren; he also added oral hygiene to the public health agenda. Dental society endorsed dental health program for schools and sought special funds from the state legislature. Cooper employed six dentists and six nurses to work in the schools. First dentist, Dr. E.J. Tucker, appointed to the State Board of Health. First dentist employed to work for State Board of Health at state level : Dr. J.C. Johnson (served until 1928). Purpose of dental program in the schools was fixed: Relief of pain and suffering and education on good dental health.
