Strategic Plan 2001 - 2005 MISSION
To nurture and support excellence in the arts and to provide opportunities for every North Carolinian to experience the arts.
BACKGROUND
Today, as a division of the Department of Cultural Resources, the Arts Council provides technical assistance, information resources, and more than 1,300 grants each year to nonprofit organizations and artists. It has a 24-member board appointed by the Governor, a 25-member staff, a FY 00-01 recurring state appropriation of $5.8 million, and approximately $750,000 in federal grants.
PLAN DEVELOPMENT
In January 2001, we held town meetings in Edenton, Chapel Hill, and Brevard hosted by the Chowan Arts Council, Orange County Arts Commission, and the Transylvania Arts Council respectively. Nearly 200 people participated in all. The lively discussions at each meeting helped us better understand the current environment for the arts in the state and identify issues that need to be addressed in the next four years. We also held planning sessions at several statewide meetings during the year to solicit input for the plan. A draft version of the plan was sent to the arts community in April for its review and response.

First annual school-wide new and used book drive. How They Did It:
Angela Herd remembers when the light bulb went off in her head. As she looked around her children’s bedrooms at the dozens of books that were not being used or that had already been read, she realized that her home couldn’t be the only one “decorated” with loads of Arthur tales and Goosebumps mysteries and Judy Blume classics. “Our students have a mandated 30 minutes a day for self selected reading, but sadly, they had limited material to choose from,” recalls Herd. “Most of the teachers were spending a great deal of personal money to help fill the void in their classroom. One 5th-grade teacher was willing to give up her Christmas gifts from her parents to get books in her classroom.” Local supporters donated more than 100 prizes as participation incentives; classes were pitted against classes for some good-natured competition; and individual as well as classroom prizes were handed out with much fanfare.

Cooking up a Successful Fundraiser

Organizational Basics
Lawsonville Elementary’s cookbook included recipes from nearly every child in the school, and yearbook photos were printed along with the children’s submissions. It’s this kind of personal touch that makes cookbooks such hot sellers. “There are lots of cookbooks around,” Stephens points out, including homemade varieties printed by churches, families, and, of course, other schools. But the key is to “make the book specific to your kids,” she says. In addition to the uniqueness of school cookbooks, their keepsake quality is another strong selling point. “Chocolate isn’t bad,” admits Howard Wong, ad director for Cookbooks by Morris Press, “but it’s gone after it’s used.” Unlike the undeniable but all-too-brief pleasure of a candy bar, the recipes in your book will be enjoyed for years to come. And many potential buyers will echo the sentiments of incoming PTA President Patti Knoester of Mariposa Elementary in Brea, California: “I like cookbooks,” she says. “I collect them.” To be sure that every community member and collector who’s interested gets an opportunity to purchase your cookbook, it’s helpful to include sales coupons or order information inside the books. You’ll likely be ordering extra copies with your initial shipment, and you can usually have your book reprinted later if you like.

Foster, a database technician at LabCorp, identified teacher recruitment and retention, closing of the student achievement
Simpson, who works for the Internal Revenue Service, agreed teacher retention is a concern. While she wants to see the supplement increased, she would work on other incentives. For example, she would ask legislators to approve a bill exempting teachers from paying state income tax for the first five years of employment.
While Simpson would like more money for schools, she said some of it needs to be redirected within the budget. She also said the system could implement low and no-cost initiatives.
When asked why they were the best choice for the board, each candidate offered different answers.
Foster said her experience was an asset and pointed to her attendance at classes for school board members.
Hinshaw cited her lifelong interest in education as a teacher, parent and administrator.

Send a Letter to the Editor Since the publication of "A Nation at Risk" in 1983, Americans have become increasingly alarmed about the dismal results and soaring costs of their public schools. No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." With almost seven million members, the PTA offers great potential for promoting parental involvement in the educational welfare of children. But in the 1990s, that mission requires of the PTA something it has been unwilling to do: demand accountability for performance and spending at every level of the educational system. Local Control Decades ago, parents had significant influence over their neighborhood schools. Over the years, however, school districts consolidated, teachers and administrators came to see themselves as credentialed professionals, and state laws standardized educational practices and curricula. Today, many parents are less likely to get involved in their children's educational environment. Nevertheless, the impetus for reform will have to come from parents active at the grass roots.

School-Based Health Care Assembly Breaks New Ground
M ore than 500 people from around the country gathered June 23-25 to establish a national movement to support improved health services for children through school-based health care. The conferenceappropriately titled Breaking New Ground! brought together school-based health care providers, researchers, and advocates for three days of activities in Washington, DC. "This is clearly a historic occasion," said Joy Dryfoos, a long-time leader of school-based health care. "For the first time, the entire school-based health care movement is building a strong organization with the capacity for advocacy, networking, and sharing resources." If the crowd's size and enthusiasm were any indication, the effort promises to be a major success. Conference organizers expected a turnout of 350 people, but they significantly underestimated the desire for this meeting. More than 500 attendees from 42 states and the District of Columbia flocked to Washington for the occasion. Half of the participants were people who work on the front lines of school-based health care250 health center staff and community organizers. The other half reflected interest from all quarters, including educators; health care institutions; private funders; community organizations; and local, state, and federal governments.
