Our current enrollment is over 600, with all of the preschool and elementary grades having multiple classes. Students are grouped chronologically by age and stay together as a class throughout the school day. The only exception to this is math in grades 4-8 where the material is taught by levels in order to accommodate students who are ready for high school level course work. Beginning in kindergarten, the students have different teachers for each subject and change classes as a group. We find that both the students and the teachers benefit from this schedule. Teachers are able to teach exclusively in their area of expertise and convey a love of their subject to the students. Concern about latchkey children has given rise to a wide array of child care programs. These programs are operated by public and private schools, child care agencies, YMCAs and YWCAs, and many other organizations. This digest offers an overview of these school-age child care (SACC) programs and the reasons for their growth. CHILDREN AT HOME ALONE A Louis Harris poll of American public school teachers conducted in the fall of 1987 found that 51% ranked "children being left on their own after school" as a significant factor affecting children's performance in school. This factor was cited more often than drugs, poverty, divorce, or any other by the teachers sampled. Parents were surveyed at the same time, and 59% agreed that "we leave our children alone too much after school hours." Subsequently, the National Association for Elementary School Principals (NAESP) queried its own members, and found that 37% of the sample believed that "children would perform better in school" if they weren't left unsupervised so long outside of school hours. These surveys reflect an emerging consensus which has been in the making over the past decade. Educators are only the latest, and perhaps the most influential, in a parade of civic and professional groups which have gone on record as opposing the growing phenomenon of latchkey children, and supporting the expansion of child care for school-age children. Even the nation's largest employer, the U.S. Army, has decreed that no child under age 12 should be left without supervision after school, and has plans to bring SACC to every Army post.

Use a state lottery to pay for school vouchers Charlotte Observer I once had a boss whose unorthodox approach to problem solving often yielded surprisingly effective results. His technique involved connecting two apparently unrelated problems, out of which would come a solution that fit both. Employee morale suffering a bit? Engineering department complaining about high utility costs? Put them together and out pops the idea of a casual dress code that allows the air conditioning to be turned up a bit in the summer. It is time for the N.C. General Assembly to apply this approach to two apparently unrelated issues: a state lottery and education vouchers. The lottery is one of North Carolina's most long-lived issues. It was kicking around the halls of the Legislative Building when I covered Raleigh for The Charlotte Observer in the 1980s. It comes up every session, soaks up a bunch of time and leaves hard feelings. Education vouchers, I predict, will become just as long-lived and contentious. Like the lottery, discussions of vouchers quickly move out of the practical aspects of money and into the philosophical aspects of the role of government.

Chris Christopher has been a pastor for 10 years, but says the past 10 weeks as director of Hope Lutheran School has been "the absolute best" of his ministry. After several years of planning, fund-raising and construction, Hope Lutheran welcomed its first students this fall. The parochial school on a 5-acre campus on Robinwood Road, home to 50 students, is the first Lutheran school in Gaston County. "It's a real joy to see the change in the children already, to see them help each other and to see them really use the freedom we give them to pursue the activities they enjoy," he said. Planning for Hope Lutheran, a private, nonprofit school, began in February 2000. Ten Lutheran churches in Gaston and Lincoln counties and Kings Mountain financially support the school, which built a $3.5 million, 52,000-square-foot building on land donated by Lutheran Church of the Redeemer in Gastonia.

Vouchers are certificates given to individuals that, when redeemed, transfer public tax dollars from local, state and federal governments to private schools. Vouchers will cover only a portion of tuition costs and fees at private or parochial schools. Parents are expected to pay the remaining cost of tuition. The North Carolina PTA opposes education voucher proposals for public and nonpublic preschool, elementary and secondary school students. The North Carolina PTA also opposes tax credits and deductions for elementary and secondary school tuition and other education-related expenses for public and nonpublic school students. The North Carolina PTA believes that these funding methods would have a detrimental effect on the public schools in our state. Such funding would promote division without diversity, create division and separation within the community and negate the long struggle to desegregate our schools and our society. It is the opinion of the North Carolina PTA that vouchers and similar systems would violate the constitutionally mandated separation of church and state. The North Carolina PTA recognizes that changes must be made within the public schools to provide an equitable and excellent educational opportunity for every child. Vouchers, tax credits, deductions and other such funding sources do not provide the means for bringing about improvements in our public schools.

Swain Senior Advisor to the President With such a distinguished career in higher education, including his most recent tenure as president of Wiley College in Marshall, Texas, Ron Swain was a natural choice for an advisory role to Southwestern President Jake Schrum. Because he has spent much of his time at predominately African-American institutions, he provides an invaluable perspective as Southwestern looks to achieve greater diversity among its faculty, students and staff.
