In June 2002, Communities In Schools of NC partnered with the 18th Airborne Corps and Ft. Bragg to co-sponsor the sixth annual Youth Leadership Camp (YLC). The YLC is offered to CIS students throughout the state ages 13-17. This year nineCIS sites sent a total of 94 students from their communities to take part in the 5-day camp. The participating counties included: Cabarrus, Caldwell, Charlotte, Cleveland, Greensboro, High Point, Perquimans, Robeson and Whiteville. A special thanks to all the local CIS sites and adult chaperones who participated at camp this year. At the YLC, the students were divided into three platoons and squads of ten with an adult chaperone and two military mentor/chaperones assigned to each squad. The students and adults slept in the barracks at Ft. Bragg and ate all their meals in the "mess hall". Every morning, the students rose at 5:30am to do "PT" or physical training before they ate breakfast. The military mentors guided the students through the Leadership Reaction Course, Obstacle Course and Land Navigation Course, which are used by t he army for their own training. During the whole week the students built confidence, self-esteem, and team dynamics. By the end of the week, they had the opportunity to rapel down a 72-foot wall and jump out of the 34-foot jump tower, which simulates jumping out of an airplane.

They have just added a few more people, a little noise, extra traffic every now and then and a lot of patriotism. Occasionally, residents express concern about low-flying aircraft, the noise caused by a night-training flight or the increased traffic on the roads, but overall the military bases are excellent neighbors. They provide employment and income and contribute to the community through uncountable volunteer hours. Military personnel often volunteer to tutor students, clear and construct school athletic fields, help nonprofit groups with projects, and raise funds for holiday programs. We're glad to have them in Carteret and Craven counties. Of the surrounding bases, the Marine Corps Air Station base at Cherry Point in Havelock has the greatest impact on the Crystal Coast. One of the most valuable assets is the base's Naval Aviation Depot (NADEP). Of about 4,000 NADEP employees, 1,240 live in Carteret County. Before the establishment of a public school system, children of early North Carolina parents were taught at home. The children were usually taught by either the parents or by governesses. There were also small neighborhood schools which met in private homes and also schools in churches. With the coming of the public school system, however, the concept of home instruction virtually disappeared from the educational scene until about 1980. Since at least 1919, the State of North Carolina has had a compulsory attendance law as part of its General Statutes. The age range has varied over the years. Since 1946, the law has required all children who are at least age 7 but not yet 16 to attend school. With the passage of legislation by the 1979 General Assembly de-regulating conventional non-public schools in North Carolina, the stage was set for a major court case which six years later would officially legalize home schools as non-public schools.
