    Scope and Content The North Carolina Periodicals Index seeks to provide access to articles in North Carolina periodicals of potential interest to undergraduate students at East Carolina University, although it is expected that the index will be used by a graduate students and faculty as well. The periodicals listed below, most of which are not indexed in standard reference tools, regularly feature useful articles pertaining to the arts, social sciences, and sciences. No attempt has been made, however, to index each title exhaustively. In some cases an issue may not contain an article deemed relevant to undergraduate students' needs. The index does not include reviews of any kind. Coverage for most titles began in January, 1992, although a limited amount of retrospective indexing has been accomplished since that time. An abstract, in some cases simply a sentence that reflects the content of the article, accompanies each entry.

The people of Iran have spoken... The recent tragedies of September 11, Anthrax, and the war in Afghanistan have reshaped responsibilities of ordinary people towards their governments and their policies. Whereas prior to these tragedies, the ordinary citizen was not directly affected by the policies of its government, Today it is. The terrorists (backed by oppressive and religious governments) are holding the citizens of the United States accountable for their government's foreign policies. The United States Government is holding the people of Afghanistan accountable for harboring terrorists. In both situations, ordinary citizens are paying the ultimate price. In this critical precedent setting time, the freedom loving people of Iran have spoken out against their tyrannical and oppressive government. They are currently in the streets of Iran demanding a national referendum to force a government that is more in line with their desires. As light always overcomes darkness, they will surely succeed in this endeavor.

Federal Randall Library is a selective depository for documents distributed by agencies of the United States Government. The Library has been a selective depository for US government publications since 1965 and currently receives approximately 62% of the items distributed to depository libraries by the Government Printing Office (GPO). The Library serves the UNCW community, Wilmington, and the 1 st and 7 th North Carolina Congressional Districts of the United States House of Representatives. Davis Library at UNC Chapel Hill is the nearest regional depository library. It receives all publications distributed to depository libraries. Students, faculty and staff at UNCW may request documents not available at Randall Library or online via the World Wide Web through Interlibrary Loan free of charge.

The Battle
IN EARLY 1996, North Carolina's economic development strategy was at a crossroads. At issue was the fundamental question of the state's role in shaping the economy's trajectory. The debate echoed within the Governor's office, in the chambers of the state legislature, the halls of city and county government, in board rooms and courtrooms across the state. Discussion in North Carolina's capital city, Raleigh, focused on whether and how the state should attempt to match or beat bids from other locales hungry for investment capital.
Inter-state bidding wars had become increasingly common in the 1990s.
