Government Hunger Programs
There are many government programs that seek to assist the hungry or those at risk of hunger. Speakers should have a basic familiarity with each of the following government assistance programs: The Food Stamp Program Temporary Assistance to Needy Families (TANF) Social Security Supplemental Security Income (SSI) The Emergency Food Assistance Program (TEFAP) distributes surplus food commodities (via the USDA) to states, which then distribute the food through local programs. 3.8 million households were served by TEFAP in 1997, and 117 million pounds of food were distributed in 1996. The 1997 federal funding of TEFAP was $179 million. In North Carolina, the TEFAP program is administered by NCDA and distributed by the six Second Harvest food banks. National School Lunch Program National School Breakfast Program Summer Food Service Program is an entitlement program that provides funds to organizations that serve nutritious meals to low-income children when school is out. In the summer of 1998, 2.2 million children were served at 29,000 sites operated by 3,500 community organizations. Fifteen percent of the low-income children who receive free and reduced-price lunches participate in this program. The cost in 1998 was $261 million.

Communities of Faith Initiative Working across denominational and racial lines to address the needs of rural people, especially those living in or near poverty, the N.C. Rural Economic Development Center launched the Communities of Faith Initiative in 1993. The purpose of the initiative was to build an alliance among the most prevalent, powerful institutions in rural communities - rural churches - to support those most in need. Under the Communities of Faith umbrella, the Rural Center conducted several projects, the most important of which were the Church Child Care Initiative and the Work First Job Retention and Follow-Up Model Program.
Church Child Care Initiative.
To address the growing need for accessible, affordable, high quality child care in rural communities, the Rural Center joined with leaders of the faith community in 1993 to form North Carolina's first partnership for children. The partnership is an inter-denominational, inter-racial group of 12 leading denominations, the N.C. Council of Churches, the Duke Divinity School and the Duke Endowment and the Rural Center. Together, these groups have developed a Church Child Care Initiative, which, for almost a decade, has served low and moderate-income families in rural areas by:

COMPANY BACKGROUND
The Flamenco Vivo Carlota Santana Spanish Dance Company, founded in 1983, is one of the leading Spanish dance companies in the United States. In their work the company combines the diverse cultures that inhabited Spain for centuries and influenced flamenco: Spanish, Judaic, Arabic, and Gypsy. The Company uses flamenco to tell "dance stories" which deal with universal themes such as pride, sorrow, love and death. The Company tours with between 6 and 16 dancers and musicians, presenting live music at each performance. Office management includes Carlota Santana, Artistic Director and Ann Stuart, General Manager. The Company's mission is to build bridges between cultures using the spirit of Flamenco . The repertoire includes new and live music, dramatic works, and the company commissions works annually thus nurturing the next generation of Flamenco artists. The Company is well known for its innovative and year long arts-in-education program integrating Spanish dance and culture into the school curriculum.
PERFORMANCE VENUES / TOURING
The Company has performed to sold out houses at Duke University, The Blumenthal Center in Charlotte, and in New York City (The Joyce Theater, The New Victory Theater, Lincoln Center Clark Theater) as well as major houses in Detroit, Chicago, Naples, Palm Beach, Tampa, Pittsburgh, Eugene, Vail, Cleveland, Albany and New Haven, among others. The company has been presented in festivals including Summerdance Santa Barbara, Soho Art Festival, Cape May Music Festival, Rutgers Summerfest in New Jersey and An Appalachian Summer Festival in North Carolina.

Program/Policy Description The project is designed to evaluate North Carolina's welfare reform program, known as Work First. The evaluation combines three methodologies: 1) surveys of current and former welfare clients and diverters, 2) longitudinal analysis of administrative data on welfare recipients, leavers, and diverters, including TANF participation, food stamp participation, and earnings, and 3) site visits to counties to examine program implementation and best practices. Solar Engineering Specialist North Carolina Solar Center, North Carolina State University Mr. McGuffey has worked since 1995 in commercial and industrial energy conservation outreach with both the Industrial Assessment Center and the North Carolina Solar Center. During that time, he has participated in industrial audits with the Industrial Assessment Center and has conducted commercial and industrial audits for the North Carolina Solar Center going to more than 50 facilities. He has managed the Solar Center's Commercial Industrial Program for the last 4 years. In parallel with his commercial and industrial outreach work, he has been working on other research projects. He conducted a commercial, industrial study for the National Renewable Energy Laboratory. He and Mr. Stevens have been testing a roof integrated concentrated solar collector system for Duke Solar. He has worked with this project at North Carolina State University and at Sandia National Laboratory in New Mexico. Prior to joining the North Carolina Solar Center staff, he had 20 years work experience in the compressed air and petroleum industries.
