This report presents the results of a study conducted in response to a legislative mandate articulated in Section 5(n) of House Bill 168 of the 1999 Session of the North Carolina General Assembly. The mandate instructed the Division of Social Services to conduct a scientifically rigorous evaluation of the effectiveness of Intensive Family Preservation Services on the child welfare population (excluding mental health and juvenile justice programs), employing treatment and non-treatment (control) groups. It also called for the use of a standardized assessment of imminent risk and clear criteria for placement. The bill was introduced in response to questions raised by legislative analysts with respect to the effectiveness of Intensive Family Preservation Services in North Carolina. The questions arose in light of studies conducted elsewhere over the past decade indicating that IFPS is ineffective in preventing the out-of-home placement of children at high risk of placement prior to services. In light of the existing literature it is appropriate that North Carolina examine its own IFPS program.

Depending on the income level, there may be a co-pay and/or premium. The yearly premium is $50 for one child and $100 for two or more. There is a co-pay of $20 for non-emergancy room use, $6 per prescription, and $5 per physician or dental visit. There is a cap on the co-pays; the total amount spent can not exceed 5% of the families income. Eligibility Requirements
The family must have a child under the age of 19 (pregnant woman count as well) and live in the state of North Carolina. In order to qualify for free health care, the family's income meet the following guidelines: for a family of one the annual income cannot exceed $13,476; for a family of 2=$18,180; for a family of 3= $22,896. For the insurance with some co-pays and premiums the family's income must meet the following guidelines: family of one= $17,960, family of 2=$24,240 , family of 3=$30,520. If the family income higher, residents are encouraged to apply anyway. Application Requirements The completed application must be mailed or taken into the local County Social Services office.

North Carolina writers can be assured that this rich tradition will continue thanks to a generous gift from the Daniels Family. Elizabeth passed away unexpectedly in February, 2001, in Santa Rosa, California. She was returning from a writing conference in Alaska, where she was facilitating creative writing workshops with junior and senior high schools. Hobson called this work "typical for hergiving back to the profession." An award-winning author, Elizabeth wrote mysteries set in North Carolina and Tennessee. She won the Agatha award and an Anthony nomination for her series of mysteries written about Peaches Dann, an absent-minded sleuth. When Elizabeth died she had published eight books and was working on a ninth. She joined NCWN in 1990, served on the Nominating Committee, taught Fall Conference workshops, and participated in roundtable discussions concerning publishing. Services Medical Placement Services One of the keys to providing health care access to rural and underserved areas comes through provider recruitment. Our Medical Placement Services staff assist more than 150 communities in the recruitment of primary care physicians, physician assistants, nurse practitioners and certified nurse midwives. Many of these communities are seeking multiple providers, and some sites qualify for loan repayment and other incentives. Additionally, no placement fee is charged to the communities we assist. We offer an informative, low-pressure, sensitive recruitment service which focuses on helping candidates and their families select a practice site compatible with their needs; thus, increasing the likelihood of a long-term relationship. Primary care providers can receive assistance with: Incentive Programs The shortage of primary health care providers in North Carolina is severe, particularly in the State's rural areas.     N.C. Health Choice (NCHC)is a fee-for-service program providing free or low-cost health insurance for children and teens up to their 19th birthday. The benefits covered by NCHC are the same as the benefits covered by the State Employees Health Plan. Vision, dental, and hearing services are also covered and follow the same guidelines as Medicaid. Providers submit claims to Blue Cross and Blue Shield of N.C. (BCBSNC) for processing using the State Employees Health Plan claim form. Any licensed provider in North Carolina can provide services to NCHC recipients. It is not necessary for providers to enroll with BCBSNC to provide services and submit claims, but claims submitted by BCBSNC providers generally process for payment quicker than claims submitted by providers who are not enrolled with BCBSNC.

Work First - About Work First
Work First, which began in July 1995, is North Carolina's plan to help families stay off welfare or move off welfare and into jobs. Work First is not just a cash assistance program, rather, it is built upon the belief that " all people have a responsibility to their families and community to work and provide for their children. Work First means what it says. Work is required for families on welfare. Work First is based on the premise that parents have a responsibility to support themselves and their children. Through Work First, parents can get short-term training and families can get childcare assistance and other services to help them become self-sufficient, but ultimately the responsibility is theirs, and most families have two years to move off welfare. In any given months, depending on how many families come into the system, how long they stay, and how many leave, the number of families on welfare rises or falls.
Recognizing this, Work First emphasizes three strategies:

Summary The following is a summary of Hurricane Floyd's effect on housing, business, and agriculture/animals in eastern North Carolina. In addition, a detailed listing of Hurricane Floyd's financial impact plus a 10-year breakdown of Federal disaster assistance provided to the State are included.
