CONTENTS The Colonial Period The Constitution of 1776 and the Early Years of Statehood The Education Act of 1839: A Period of Expansion The Constitution of 1868: Reconstruction through 1890 ... NC State Superintendents 1852-Present The Colonial Period Throughout the colonial period, the provincial government accepted no responsibility for education. The meager educational opportunities which did exist resulted primarily from the efforts of religious leaders of the Anglican, Presbyterian, Quaker, and Moravian churches and from private tutors employed by a single family or several families in a cooperative undertaking. Literate parents sometimes taught their own children and, perhaps, the children of neighbors. A few affluent parents, mostly plantation owners and merchants, sent their children to England for further education beyond that provided by tutors. In a very few instances, in early population centers like Edenton and New Bern, schools with several teachers were established. A state highway historical marker in Elizabeth City reads "First School. Charles Griffin Taught In This County, the First Known School in North Carolina, 1705-1708." These early schools in Pasquotank, Chowan, and Craven were the exceptions rather than the rule.

State Law (effective 11-1-98), under House Bill 926 (new Sections 58-3-5 and 58-3-6 of Chapter 58 of the North Carolina General Statutes) appears to provide a "conditional exemption" (editor's words) from regulation for charitable organizations (described in section 501(c)(3) or section 170(c) of the IRC), or for "educational Institutions" (public or private colleges, universities and community colleges) from the North Carolina Attorney General's opinion that only charities that qualify as "insurance companies" may issue gift annuities in North Carolina. Charity has been in continuous operation for at least 3 years and has "a minimum of $100,000 in unrestricted cash, cash equivalents or publicly traded securities, exclusive of the assets contributed by the donor for the annuity agreement." A charitable gift annuity agreement issued after 11/1/98 must contain the following wording: "This annuity is not issued by an insurance company, is not subject to regulation by the State of North Carolina, and is not protected or otherwise guaranteed by any government agency or insurance guaranty fund." A public [501(c)(3) or Section 170(c)] charity or an educational institution that issues charitable gift annuity agreements shall notify the North Carolina Department of Insurance of their participation by 1/1/1999 or within 90 days of their issuing its first annuity, whichever date is later.

    North Carolina PREAMBLE
We hold that every person has a natural right to life, liberty, and the pursuit of happiness and property. We hold that the purpose of government is the protection of the rights and property of peaceful individuals. We hold that the initiation of force or fraud for political or social reasons is always immoral, and it is contrary to the principles of legitimate government. We hold that the guarantor of personal liberty is economic freedom; Accordingly, the Libertarian Party of North Carolina seeks:
Federal Government that is limited to the powers specifically enumerated for it in the U.S. Constitution. Federal, state and local government that does not attempt to manipulate the economy or interfere in the private moral decisions of any individual. A society that is freer and more prosperous, based on the respect for our differences, acknowledgement of the creative potential of a free market, and optimism for the future.
