REGULATIONS FOR CERTIFICATION OF PUBLIC LIBRARIANS IN NORTH CAROLINA
Effective August 1, 1995*
(AS ADOPTED BY THE NORTH CAROLINA PUBLIC LIBRARIAN CERTIFICATION COMMISSION) 0001. PURPOSE OF THE COMMISSION (a) The North Carolina Public Librarian Certification Commission protects the public interest by setting minimum standards for certification for public librarians to accomplish the following purposes:
(1) Guarantee the best possible public library service for all North Carolinians (2) Protect and maintain public library resources (3) Assure professional management and administration of library programs (4) Provide certified professionals to meet the Department of Cultural Resources' personnel requirements for state and other aid administered by the Division of State Library.
(b)The commission reviews applications and certifies those librarians who meet the certification requirements enumerated in Rule .0002 of this Subchapter. 0002. FULL CERTIFICATION (a) The North Carolina Public Librarian Certification Commission issues public librarian certificates to applicants who have received graduate degrees in library and information science from American Library Association-accredited programs or from regionally accredited programs of higher education in North Carolina.

The North Carolina Community College System
The North Carolina Community College System is the third largest in the nation. Each year the system's 59 institutions enroll more than three-quarters of a million students on campuses that are within 30 miles of 100 percent of the state's population. The system's mission from its beginning has been to provide opportunities for the citizens of North Carolina to further their education and to obtain training in order to successfully compete in an expanding job market. The Beginnings
In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed. The legislation authorized the establishment of community colleges and placed the general administration of the colleges under what was known then as the State Board of Higher Education (now the Board of Governors of the University of North Carolina). By 1961 five community junior colleges had been established under the jurisdiction of local boards of trustees and the State Board of Higher Education. These first five community colleges were College of the Albemarle in Elizabeth City, Wilmington College in Wilmington, Mecklenburg College and Charlotte College in Charlotte, and Asheville-Biltmore College in Asheville. In 1963 Gaston College in Dallas became the sixth community college approved under the 1957 act.

Policy 5126: Honors and Awards I. Introduction The Winston-Salem/Forsyth County Board of Education encourages excellence in student performance by the recognition of outstanding achievement in academics, leadership, service, and other areas of endeavor. The following scholastic honors and awards may be earned by students within the Winston-Salem/Forsyth County Schools. II. The Cash-Ibraham Scholarship A. The Cash-Ibraham Scholarship Fund was established and is maintained by contributions from local schools, parent-teacher associations (PTAs) and individuals in honor of Thomas H. Cash, a former Forsyth County school superintendent, and Prince Ibraham, a former member of the Forsyth County Board of Education. The fund is administered by the Winston-Salem/Forsyth County Board of Education.
B. Interest generated by this fund shall be used to provide scholarship(s) to selected graduating seniors from the Winston-Salem/Forsyth County Schools who desire to continue their formal education after high school. The awarding of scholarship(s) shall be based on need, potential, unique aptitudes, leadership, and scholarship. The scholarship must be applied to defray the cost of tuition or expenses at the institution of the student's choice.

NORTH CAROLINA OFFICE-BASED SURGERY GUIDELINES Office-based surgery is surgery* performed outside a hospital or an outpatient facility accredited by the North Carolina Division of Facility Services. Although surgery is not a perfect science in any setting, office-based surgery is generally safe, effective, and efficient, provided proper measures are taken in the process. It is the position of the North Carolina Medical Board that the physician is responsible for providing a safe environment for office-based surgery.
The following general guidelines are recommended for office-based surgery.
  • Training:
    Any procedures, whether done in an office or a hospital, should be performed by physicians operating within their area of professional training. Appropriate training and continuing medical education should be documented and that documentation should be readily available to patients and the North Carolina Medical Board. Those who perform office-based surgery must have plans, such as prearranged hospital admission protocols, for managing emergency complications.
