North Carolina No Child Left Behind (NCLB), signed into federal law in 2002, affects every public K-12 school in our state and in the country. Like North Carolina’s ABCs of Public Education program, begun in 1996-97, NCLB holds schools accountable for students performing at a high level. NCLB's major goal is for all students to perform at grade level in reading and mathematics by 2013-14. Also, NCLB requires that each classroom have a teacher who meets the “Highly Qualified” definition by 2006. NCLB’s impact differs for schools depending on success in meeting Adequate Yearly Progress (AYP) target goals and Title I funding. About half of our state’s schools receive Title I money based on the number of low-income children. AYP is an "all or nothing" designation. A school doesn't make AYP if even one of its 10 federally-defined student categories doesn’t meet reading and mathematics target goals. Title I schools not making AYP for two years in a row face sanctions, beginning with offering their students transfer opportunities.

Also check out our general questions How can I make sure the schools are teaching the values I want my children to have? The character education model promoted by the NC Center for Character Education encourages the involvement of parents in selecting and teaching traits of good character to students. The eight traits mandated by the NC General Assembly are courage, good judgment, integrity, kindness, perseverance, respect, responsibility, and self-discipline. These traits were originally selected by a 32-member task force composed of educators, parents, and students, as well as representatives of the business, faith, civic, and youth-serving communities. They were committed to selecting common ground traits that would be supported by the entire community. We encourage communities to involve their citizens not only in trait selection, but also in the entire process of educating students in character. For many communities this may result in a district task force or committee that advises the schools in their character education initiative. In others, parents may be involved on individual schools' character education committees. Some parents may volunteer through the PTA or PTSA to make character education materials, read an appropriate story to their child's class after lunch, or serve as a mentor or tutor to one or more students. The possibilities for parental involvement are varied and numerous. If you want to be involved, please contact your child's school and find out how you can become a part of this important process.

Credentialed Parenting Educators in NC
  • North Carolina is one of the first states in the nation to offer a Professional Parenting Educator Credential.
    NCPEN has designed a multi-level system whereby parenting educators can work toward completing the requirements for one of four levels of a credential that recognizes their experience and education devoted to supporting parents and their quest to raise successful children. Once achieved, parenting educators can note their credential on employment applications as a mark of professionalism and achievement. NCPEN is proud of the work of the credentialed parenting educators.
