The General Assembly of North Carolina enacts: SECTION 1. G.S. 115C-45(c) reads as rewritten: "(c)Appeals to Board of Education and to Superior Court. – An appeal shall lie to the local board of education from the any final administrative decision of all school personnel to the appropriate local board of education. in the following matters: (1) The discipline of a student under G.S. 115C- 391(c), (d), (d1), (d2), or (d3); (2) An alleged violation of a specified federal law, State law, State Board of Education policy, State rule, or local board policy, including policies regarding grade retention of students The terms or conditions of employment or employment status of a school employee ; and Any other decision that by statute specifically provides for a right of appeal to the local board of education and for which there is no other statutory appeal procedure.

The State Highway Patrol is currently distributing applications for the 110 th Basic Patrol School tentatively scheduled to begin in January 2005. Applications for this school will be processed for a limited time. Persons wishing to be considered should immediately contact the local State Highway Patrol district office in their county of residence to begin the application process. The State Highway patrol has weekly orientations for prospective trooper applicants throughout North Carolina. This orientation will be conducted by a designated recruiter and will include information on the basic qualifications and requirements of the hiring process. In addition, the recruiter will answer employment related questions and will provide general information on the North Carolina State Highway Patrol. Persons wishing to be considered for employment should immediately contact the local Highway Patrol District Office in their county of residence to begin the application process.

    On Tuesday, February 10th, Dr. Ted LaMay and Dr. Bob Bitterman, representing NCCEP, testified before the House Blue Ribbon Task Force on Medical Malpractice. Dr. LaMay began by expressing the concerns of NCCEP as an organization and then introduced Dr. Bitterman by providing the Committee a brief review of Dr. Bitterman's education, background and experience. Dr. Bitterman testified about the results of his extensive research on this issue. Included in his presentation was an excellent review [in laypersons terms] of the impact of EMTALA on EDs, how many ED patients don't pay at all, how many are Medicaid payments at fixed rates, and how few actually pay for services rendered.[...]

    Partnerships Increase Access to Engineering Education: North Carolina's Two+Two Experience

    By Catherine E. Brawner, Sarah A. Rajala, Thomas K. Miller III, Harish P. Cherukuri, Cheryl Alderman and Ronald K. Ingle Distance education supports the Two+Two programs in the larger disciplines, namely electrical and computer engineering, mechanical engineering and civil engineering. Courses offered include statistics, engineering dynamics, electric circuits, an introduction to logic design, and solid mechanics. Students interested in other disciplines, such as chemical engineering, complete their general education requirements during the first two years, and then transfer for all of their engineering coursework and the completion of their degree. Virtual Classroom Model Courses in the program are delivered using a virtual classroom model, which attempts to replicate a traditional classroom. This means that professors and students can interact during class and office hours. The original concept was to provide classes in an entirely synchronous mode. However, scheduling quirks - all campuses have different semester schedules - and natural disasters - Hurricane Floyd and its ensuing floods caused LCC to close for three weeks in 1999 - made us quickly realize the need to archive lectures for later delivery.
