Horta SUMMARY Several studies have described what happens to a family that has a child with special needs; however, little is known about this issue in developing countries. In Brazil, there is a lack of a systematic research on children with disabilities and their families. This study describes the sociodemographic characteristics of a sample of 49 families of children with disabilities enrolled in special schools in Pelotas, Southern Brazil. Family needs were explored through the Family Needs Survey (FNS). The results indicated that comparisons between findings on the FNS in the United States and Pelotas, reaffirm the idea that some family needs are universal. The present study raised some important questions about differences and similarities of the FNS in both countries. Limitations of this study along with suggestions for future research are discussed.
Introduction Despite the evolutionary process of integration and normalization that was initiated in the late 1960s, developing countries seemed unprepared to adopt rehabilitative measures. According to Thorburn and Marfo (1990), the major difficulties and barriers that children with disabilities and their families have to face are not only technological but also societal, including attitudes about rights; misconceptions about causes and the problem itself; the potential of disabled people; and the availability of services. In addition, the implementation and planning of services in developing countries is a challenge because i) there are no clear responsibilities by any agency or department, ii) there are no clear goals and objectives in providing services, and iii) there is a lack of an epidemiology of needs (Sell 1984; Simeonsson 1991).

NCLB requires schools and school districts to demonstrate " Adequate Yearly Progress " (AYP) in raising student test scores in reading and math. This fall, a large number of schools and school districts did not make AYP, including many good schools caught in absurd situations by AYP rules. A school can fail to make AYP if fewer than 95 percent of the students are present to take two standardized tests.

Balanced Budget Amendment Takes First Step
Last Thursday, the House Judiciary Constitution Subcommittee approved a resolution to amend the Constitution to require the Congress to pass a balanced budget. The amendment would make exceptions for national emergencies of war. To run a deficit under the plan, both Houses of Congress would have to vote by three-fifths majorities to do so. I am a proud cosponsor of the Balanced Budget Amendment. I strongly believe that the federal government should have to carefully control its spending just as the American family does. A constitutional amendment must pass both Houses by a two-thirds vote and be ratified by 38 states.

Myth of Laziness I was so grateful to discover this book. I am a homeschooling mom of 4 and since I work closely with my kids on a daily basis I was able to recongnize some real frustrations in my 10 year old son. It had been suggested that I have him tested for ADD but this just didn't seem right to me. When I read Dr. Levine's profile of the child in Ch. 2, it was as if I were reading about my own child, with a few exceptions. I am confident I have found the source of his frustrations. I am recommending this book to every pediatrician, physician and school teacher I know. I am grateful that my son will have the chance to put this information to use for his benefit from such a young age. It makes me grieve for the countless number of intelligent school children and adults that have been accused of being "lazy" or not "living up to their full potential." Shame on us for not taking the time to understand them.

August 30, 1999 North Carolina State Schools Superintendent Michael Ward addressed the forum that was convened by Senator Edwards to focus on recent changes in the Individuals with Disabilities Education Act. Also headlining the conference were two senior administrators from the U.S. Department Education: Judith Heumann, the assistant secretary for special education and rehabilitation services, and Joleta Reynolds, the acting deputy director of special education programs. In a partnership with states and local school districts, an Education Department program will provide $114 million this school year for services to more than 165,000 North Carolina school-age children with disabilities. Another $21 million is earmarked for related services to infants, toddlers and pre-school children with special needs. "Through enlightened approaches to educating disabled children, we have learned that many children with disabilities can achieve more than we ever believed possible," Senator Edwards said. "Congress reformed the program in 1997 to make the act more flexible and less bureaucratic, but it may not have gone far enough. That is one of the reasons I convened this forum," he told teachers and parents attending the workshop.

Graziadei Achievement Award Available to High School Seniors North Carolina students with disabilities, who are completing their last year of high school, are eligible to be nominated for the second annual Matthew C. Graziadei Achievement Award. This award is presented annually by ECAC to a high school senior with a disability who best exemplifies the characteristics of Matthew Graziadei, a remarkable young man who died in January, 1998, at the age of 26. The award will be presented at the student's high school awards day and includes a $500 scholarship to be used for any after high school learning experience/training or for equipment or technology needed for employment. All students with disabilities completing their last year of school are eligible for this award. "6.5.3 School-Based Services
Schools and MCOs will be required to communicate with one another regarding any further needs the child might have within and beyond the Basic Benefit Package as well as coordinate the care the child receives from the Department of Education. MCOs will be required to work with local School Districts, the Division of Public Health, and other appropriate providers to create and implement procedures for linking and coordinating services for children who attend school and receive medical services under the auspices of Individualized Education Plans (IEP) or through similar school-based treatment plans, or who use medical services provided through School Based Health Centers. MCOs should coordinate plan benefits with these providers to prevent duplication of coverage, to assure medical necessity, and to provide for service delivery in a cost-effective manner. It is the desire of DHSS to move all provision of health care services into a managed care setting. In addition to supporting this goal, the present Administration supports maximizing the in flow of federal Medicaid resources to the State and school districts. School-based therapy services (e.g. occupational, physical and speech therapy) have therefore been excluded from the Diamond State Health Plan in order to further this second goal. Part B of the Individuals with Disabilities Education Act (`IDEA'), 20 U. S. C. 1400 et Seq., requires schools to ensure that special education `related services' (defined in section 1400 (22)) are provided in accordance with each disabled child's Individualized Education Program (IEP). To the maximum extent possible these children must be educated with their non-disabled peers. This least restrictive environment (LRE) requirement has been interpreted to mean that therapy services should be delivered on school premises. The June, 1997 amendments to the IDEA also require Medicaid's financial responsibility to precede that of the schools. 20 U.S. C. section 1412. Medicaid must either 'provide or pay for' these services in the first instance.
