Are all of these tests state approved?
Yes, most states, including North Carolina, accept the Complete Battery, Basic Skills, and Survey forms of the CAT/5 (1991 norms). Who can administer these tests?
Any homeschool teacher, as long as your state does not object. You CAN "do it yourself" in North Carolina. Can I use the tests to make sure my child is prepared?
No! CTB McGraw-Hill, the test publisher, specifically excludes using tests for practice or preparation. See the agreement and test instructions. We have Guidebooks to help you be sure you've covered it all! How long do I have to administer the tests?
A one week test period is scheduled and recommended. What about late returns?
Your tests are late if they are postmarked after the Saturday of your test week. The late charge is $5 per test per week or part of a week. You must agree to return all testing material, whether administered or not, within 3 weeks of receipt. It's test week and my child is sick what do I do?
If you need additional time for sickness or other circumstances, such as a family emergency, or your Post Office not having Saturday hours, just follow the instructions and guidelines included with your test materials. How long does it take to get results?

Meeting the Challenge: Including Special Needs Students in our Day Schools Michael B. Held, PhD, Founder and Executive Director , Etta Israel Center, Los Angeles, CA I have been working in the Jewish community as a psychologist and educator since 1982; for the past 10 years I have served as the founder and director of the Etta Israel Center in Los Angeles, the largest agency for Jewish special needs students on the West Coast. Over the past two decades there has been notable progress in the field of Jewish special education. There are a variety of stellar programs run by individual schools, specialized agencies, and in some rare cases, by entire communities. However, it is still accurate to say that no one group remains as disenfranchised by the Jewish establishment as the disabled, and within Jewish education, the disabled are nearly always addressed in a piecemeal fashion, usually through the vigor and drive of a parent or better yet, a parent who donates money so that other children in the same situation can benefit. Rarely does a community create a cogent, strategic, and sustained plan for those with special needs.

Education Public Schools Private Schools Higher Education Special Schools Academic Excellence The Wilson County School System serves about 12,000 students In Twenty-three schools. With a $15 million comprehensive building program nearing completion and a modified restructuring brought about due to redistricting, the system has achieved an organizational plan of three comprehensive high schools to educate students in grades 9-12, six middle schools for grades 6-8, and fourteen elementary schools serving grades k-5. Through a year long strategic planning process, the system has identified and begun to implement many bold initiatives which will ensure a continuation of excellent educational opportunities for all students in Wilson County Schools. The regular classroom teaching staff consists of over 650 elementary and secondary teachers from among approximately 800 certified personnel of a total staff of 1,425. A well planned staff development and in-service training program encourages professional growth.. Many of the certified, personnel take advantage of graduate courses offered at ECU, NCSU, UNC and Duke, all within a seventy-five mile radius of Wilson. Due to differences in school size, community need and facilities, instructional approaches vary among schools. However, there is strong emphasis on developing language arts and math skills in all elementary schools and additional instruction covering science, social studies, health, physical education,-and the arts. Each high school, which has an enrollment of over 1,000 students, offers four courses of study Academic, Business, General and Tech Prep. In the secondary schools, there are programs in the academic areas, as well as programs in vocational education, the arts, and health/physical education.

    DURHAM I read the news today, oh boy. The war rages in Iraq. Another boy is shot down in a local street. Another delinquency prevention program is shut down because of funding cuts. Our state receives an "F" in the 2003 N.C. Child Health Report Card for its failure to stem the tide of child abuse and neglect. A local superintendent of schools exhorts the district attorney to lock up young gang members. One more headline: the American Bar Association says that poor juveniles in North Carolina are poorly represented in court. In light of the rest of the news, is the ABA report relevant?

    Three kinds of misinterpretations can occur when self-reported school outcomes data is used to compare school district results: (1) Does the data "fit" the same definition from school district to school district?
    Example 1: Jones School District reports expenditures per pupil of $6,000 per year per student. Smith School District reports $8,000. Does either figure actually represent the money dedicated to direct classroom instruction (teacher salaries, textbooks, support materials, classroom aides, and others), or does the figure also include the capital outlay of the district (money dedicated to repairs and maintenance of facilities) and expenditures for special needs students (learning disabled, low or high-incidence handicapped, and others)? Most states have legislated payments to school districts to help them recover some capital expenditures. All states have a shared revenue commitment for educating special needs students. Additionally, the cost of educating a special needs student may be as much as double the cost of the regular education student. Are those costs averaged in? Example 2: Jones School District reports the pupil/teacher ratio as 16/1. Smith School District 20/1. What positions actually qualify as "teacher" in Jones and Smith Districts?
