Exceptional Children
General Terminology
The following are brief definitions of terms with their abbreviations noted that will be helpful in working with the Exceptional Children's eligibility and placement process and programs in the Stokes County Schools. More specific information each of these terms may be found in the "Procedures Governing Programs and Services for Children with Special Needs", published by the North Carolina Department of Public Instruction, Division for Exceptional Children. LEA Local Educational Agency. Each school system administrative unit is a separate LEA. LEA Rep. The representative of the LEA is a member of the school staff, other than the child's teacher, who is qualified to provide, or supervise the provision of specially designed instruction to meet the unique needs of children with disabilities. The LEA Rep is knowledgeable about the general curriculum and the availability of resources of the local educational agency. SAT School Assistance Team, a team at the school level that assists teachers in developing intervention strategies within the regular education program for students experiencing difficulties. The SAT may then refer a student to an IEP team for consideration for evaluation if the interventions tried are not successful within the regular classroom. As the SAT is a part of the regular education process, it performs as a separate group from the IEP Committee. The referral process for the exceptional child, with its required 90-day timeline, begins with the referral (DEC 1) to the Referral Coordinator/Case Manager. The SAT process is a regular education process and EC teacher involvement should be kept to a minimum.

Special Education Services
The Wake County Public School System provides special education and related services according to the federal mandates of the Individual with Disabilities Act and the regulations of the North Carolina Public School Law, Article 9. By the fall of 2000, the Wake County Public School System was serving over 14,000 students with special needs, ages 3- 21. The school system provides a continuum of service to meet the individual needs.

Teachers, principals, and administrators shall consider the following criteria in planning and approving field trips. The field trip should:
Written Permission
Because the safety of students is a primary consideration in the approval of and carrying out of field trips, students must have the written permission of their parents for their participation in each specific field trip. Student Conduct
The policies, rules, and regulations, which the Guilford County Schools or any of its individual schools have adopted concerning student conduct, are applicable while students are participating in field trips. Approval
The sponsoring teacher must hold a preliminary conference with the building principal(s) and secure the principal(s)' tentative approval before conducting any discussions with students/parents regarding the proposed field trip. Absences and Make-Up Work Participation in an approved field trips shall be considered an excused absence from any class missed and the student shall be entitled to make up his/her work; however, while on an approved school field trip, the student shall be counted as present at school. Prior to any field trip, arrangements shall be made by the principal and the staff for students to make up any work missed in other classes. Additionally, no student's grade shall be lowered if the parents do not consent for the student to go on the field trip.

Davidson County Schools offer a continuum of services for students identified as Exceptional Children ages three through twenty-one. Services are provided for students identified as Autistic, Behaviorally-Emotionally Disabled, Deaf-Blind, Hearing Impaired, Mentally Disabled, Multihandicapped, Orthopedically Impaired, Other Health Impaired, Preschool Delayed/Atypical, Specific Learning Disabled, Speech-language Impaired, Traumatic Brain Injured, and Visually Impaired. These are state and federally funded programs which adhere to Procedures Governing Programs and Services for Children with Disabilities Referrals to Exceptional Children are initiated through the school SMART or SSMT teams, or parents. Licensed school psychologists are available to complete evaluations free of cost to the parent.

... Pregnancy Nutrition Surveillance System IEP Nutrition Related Goals and Objectives T The IEP provides an ideal tool for integrating nutrition education into the school curriculum. It is important to note that every student with a chronic illness may not be labeled disabled and, therefore, would not have an IEP. Special consideration is needed to ensure that resources and services will be provided for chronically ill children with special nutritional needs or feeding problems. For example, a student with diabetes will require special dietary considerations during the school day. Nutrition services should be available to this student through a 504 accommodation plan. Feeding or nutrition modifications would be considered "necessary accommodations" for a chronically ill child. Incorporating nutrition goals and objectives into the education program will facilitate the delivery of services to improve the nutritional status of children with special needs. These goals and objectives will facilitate instruction on dietary needs and compliance.

August 1, 2003 BUS BOYS! – One yellow bus after another left the Bus Lot of Catawba County Schools today, Friday, August 1, as drivers were assigned the yellow buses that will begin picking students up for school on Monday, August 4. After several orientations, about 172 drivers cranked up the engines on their assigned school buses, which includes special needs buses for the disabled. The district’s Transportation Department staff of just 21 handles a total of 225 yellow buses and 35 activity (white) buses for all three area school districts, as well as Catawba County Schools’ 100 service trucks, maintenance vehicles, vans and driver’s education cars. Camp Greentop - A residential camp located on 200 acres in the Catoctin Mountain National Park, six miles west of Thurmont, Maryland, for children and adults with physical and multiple disabilities. Established in 1937.
