The relative wealth of their urban areas has blinded North Carolinians to the problems of urban schools. In a state dominated by farmland, remote mountain regions, and one of the largest rural populations in the nation, North Carolina's urban areas present a paradox. Unlike the Appalachian region in the west and the rural coastal communities, cities such as Charlotte, Greensboro, Raleigh, and Winston-Salem are booming centers of commerce. They are thriving cities without the severe problems that have shaped the stereotype of urban areas around the country. In the midst of the rural poor, these jurisdictions are envied throughout the state for their prosperity. That prosperity, fueled by the state's success in attracting industry and high-paying jobs, has translated into the expansion of well-to-do suburbs, affluent urban populations, and school districts that are the best endowed in the state. Still, challenges are beginning to mount in North Carolina's urban schools, and urban leaders are trying to get the state to focus on them.
But even as lawmakers become more heavily involved in improving the state's school system, they continue their tradition of leaving out the urban districts when they dole out special funding or craft initiatives for needy districts.
