    Scope and Content The North Carolina Periodicals Index seeks to provide access to articles in North Carolina periodicals of potential interest to undergraduate students at East Carolina University, although it is expected that the index will be used by a graduate students and faculty as well. The periodicals listed below, most of which are not indexed in standard reference tools, regularly feature useful articles pertaining to the arts, social sciences, and sciences. No attempt has been made, however, to index each title exhaustively. In some cases an issue may not contain an article deemed relevant to undergraduate students' needs. The index does not include reviews of any kind. Coverage for most titles began in January, 1992, although a limited amount of retrospective indexing has been accomplished since that time.     About Fayetteville State University
    Fayetteville State University is a constituent institution of The University of North Carolina and the second-oldest public institution of higher education in the state. Founded in 1867 as the Howard School for the education of African Americans, today FSU serves a growing student body of over 5,300 and ranks among the nation’s most diverse campus communities.     On October 3rd, 2002, Talaris Research Institute organized and sponsored a summit in Seattle for the Institute for State Studies, a prestigious group of business, civic and non-profit leaders devoted to developing strategies to resolve public policy dilemmas resulting from new technology. Talaris's goal in sponsoring the summit was to raise the awareness that the years from birth to five are a critical time in a child's development and to convince the ISS Board of Governors to adopt early learning as a task force issue. The summit featured experts in the fields of neuroscience, emotional development, and public policy. Guests included Washington State's First Lady Mona Locke; Idaho's First Lady Patricia Kempthorne and former Los Angeles Mayor, Richard Riordan, among others. Presenters included Dr. Kenneth Kosik, Harvard; Dr. John Gottman, The Gottman Institute; Dr. Richard Brandon, University of Washington; and former North Carolina Governor James B. Hunt, Jr. In his presentation, Governor Hunt emphasized that directing all of a state's resources at K-12 is doomed to failure; that is simply starting too late. When North Carolina shifted its focus to early learning, their schools began to see measurable improvements. Today, North Carolina's K-12 academic test scores are showing the greatest gains of any state in the nation.

    STUDY COMMISSION ON THE FUTURE OF ELECTRIC SERVICE IN NORTH CAROLINA
    Creation, Composition and Charge Senate Bill 38 and established the Study Commission on the Future of Electric Service in North Carolina. The members of the Study Commission include legislators and representatives from the various electric suppliers, residential, industrial and commercial consumers, the environmental community, and a power marketer. On May 28, 1999, the Governor signed into law House Bill 778 which expanded the Study Commission by six members, including three additional State Representatives and three additional State Senators. On July 13, 2000, the General Assembly passed the 2000 Appointments Bill, Senate Bill 1385, adding a 30th member to the Study Commission the Chief Executive Officer of North Carolina Power Company or the Chief Executive Officer's designee. House Bill 1127 , the Customer Choice in Electricity Act of 1997. Under this bill, customer choice for residential customers would have begun no later than October 1, 1998, for commercial customers no later than January 1, 1999, and for industrial customers no later than July 1, 1999. This bill has been referred to the Study Commission for consideration as it looks at the issues before it.

    Conservation Easements for Hog Farms – In November 1999, the N.C. Clean Water Management Trust Fund (CWMTF) approved a $5.7 million grant award to the Department of Environment and Natural Resources for a program titled, "Floodplain Management - Phase I: Purchase of Conservation Easements on Confined Swine Operations.” One of the major water quality concerns in the wake of the recent catastrophic floods in eastern North Carolina has been that considerable hog waste was washed from lagoons located in the 100-year floodplain. Siting new or expanded hog lagoons in the floodplain is now prohibited by state rules; but many of the existing hog farms located in the floodplain can and will restock and continue operation. This voluntary, incentive program will provide an economically viable option for livestock owners, who want to close and clean up lagoons in the floodplain.
    30-Foot Buffer Rule In November 1999, the Coastal Resources Commission adopted a rule requiring structures to be built at least 30 feet from the water on coastal waterfront property. Buffers help water quality by filtering pollutants and nutrients from runoff. They also help protect houses and other structures against flooding. The rule applies to property along rivers, streams, sounds, marshes and other navigable waters in the 20 coastal counties. It does not apply along the oceanfront. Only water-dependent structures such as docks and piers may be built inside the 30-foot buffer. Single-family residences may be built inside the buffer on lots platted prior to June 1, 1999, if the lot is too small to accommodate the buffer. Pending a legislative review, the rule will take effect Aug. 1, 2000.

My undergraduate degree, from Appalachian State University, had a concentration in women's studies; but I had great difficulty finding a graduate program. Eventually, I found NYU's Gallatin School of Individualized Study, a self-design program in which you can incorporate women's studies.
