Central Planning Fails in Oregon

RALEIGH — Onerous urban planning is driving former Portland, Ore. residents across the Columbia River into Vancouver, Wa., according to a community development director who warns that the story of those two states and two cities should serve as a caution to other urban centers. Richard Carson, director of community development in Clark County, Wa., said Oregon’s mandated state land use planning from the 1970s has turned “the Mecca of American urban planning” into what he says the media now calls “Little Beirut.”
Ballantine touts youth, experience in bid

RALEIGH — Patrick Ballantine has been around state Republican politics for so long that it's hard to believe the former Senate minority leader has yet to turn 40. Now, the Wilmington attorney hopes a combination of experience and relative youth can set him apart in the crowded field seeking the GOP gubernatorial nomination in the July 20 primary. Despite the fact that three of his competitors are old enough to be his father, Ballantine notes, "I have more experience than any of them in state government."

The historical heritage of our State is one of our most valued and important assets. The conservation and preservation of historic districts and landmarks stabilize and increase property values in their areas and strengthen the overall economy of the State. This Part authorizes cities and counties of the State within their respective zoning jurisdictions and by means of listing, regulation, and acquisition: (1) To safeguard the heritage of the city or county by preserving any district or landmark therein that embodies important elements of its culture, history, architectural history, or prehistory; and (2) To promote the use and conservation of such district or landmark for the education, pleasure and enrichment of the residents of the city or county and the State as a whole. North Carolina – A State Unit Study This mini unit on NORTH CAROLINA uses the cross curricular approach to education. There are several activities from different academic subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study NORTH CAROLINA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child’s needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about NORTH CAROLINA and enjoyable for all who are participating. North Carolina’s State Flag That the flag of North Carolina shall consist of a blue union, containing in the center thereof a white star with the letter N in gilt on the left and the letter C in gilt on the right of said star, the circle containing the same to be one-third the width of the union. The fly of the flag shall consist of two equally proportioned bars; the upper bar to be red, the lower bar to be white; that the length of the bars horizontally shall be equal to the perpendicular length of the union, and the total length of the flag shall be one-third more than its width. That above the star in the center of the union there shall be a gilt scroll in semi-circular form, containing in black letters this inscription "May 20th, 1775," and that below the star there shall be a similar scroll containing in black letters the inscription: "April 12th, 1776."

Conclusion North Carolina has had three Constitutions in her history as a State: the Constitution of 1776, the Constitution of 1868, and the Constitution of 1971.

Drafted and promulgated by the Fifth Provincial Congress in December, 1776, without submission to the people, the Constitution of 1776 and its separate but accompanying Declaration of Rights sketched the main outlines of the new state government and secured the rights of the citizen from governmental interference. While the principle of separation of powers was explicitly affirmed and the familiar three branches of government were provided for, the true center of power lay in the General Assembly. That body not only exercised full legislative power; it also chose all the state executive and judicial officers, the former for short terms and the judges for life.

North Carolina Regulatory Orders The North Carolina Utilities Commission issued an order The PUC reopened electric restructuring Docket concerning emerging issues in the electric industry. Legislation The legislation study panel has decided more study of restructuring issues is needed before recommending to the legislature to open the state to competition by 2005, as previously recommended. The studies will focus on consumer protections and ways to encourage power plant construction in the State. HB 1840 provides funding for the Study Commission on the Future of Electric Service in North Carolina until June 30, 2006.

by Jonathan Wexler On August 3, Durham became the third city in North Carolina and fifth in the country to approve a resolution calling for a moratorium on the death penalty. The Durham City Council meeting was packed with 70 people wearing "Moratorium Now!" stickers, who cheered when the resolution passed by an 8-3 vote. "I don't think they thought a grassroots abolition movement could have so much support," said Geoffrey Mock of North Carolinians Against the Death Penalty. Two smaller cities, Carrboro and Chapel Hill, passed similar resolutions in June.
