Acording to the Bureau of Economic Analysis (BEA) in the Department of Commerce , three Virginia communities Alexandria, Arlington, and Fairfax (including Fairfax and Falls Church cities) - were in the Top 20 of the communities with the highest per capita incomes in 1997.

West of flashing daybeacon #9, you will quickly spy the Elizabeth City waterfront overlooking the banks of a hairpin turn in the Pasquotank River. Since this guide first appeared in the early 1980s, the pleasure-boating climate in Elizabeth City has undergone a radical change for the better. To quote Fred Fearing, the unofficial leader of Elizabeth City's boat-welcoming committee, "Hospitality is our first name." This motto really says it all! As has been true for many years, the town offers the only full-service marine facilities on the entire Dismal Swamp route.
It's difficult to overstate the enthusiasm Elizabeth City has for developing a rapport with cruising boaters. In all my travels, I have never before encountered such a well-organized and successful program. Boaters are highly encouraged to include Elizabeth City in their cruising plans and experience this unusually gracious climate for themselves.
Cruisers lucky enough to moor on the Elizabeth City waterfront are only a short walk from the downtown historic district. If you have not already gotten one from the local volunteers, you can find tour maps at the chamber of commerce. Ask any local citizen for directions.

North Carolina Scientists Help Communities Devise Unique Fire Management Plans

Members of the Youth Conservation Corps analyze a transect at the Old Mill Forest Restoration Project in Silver City, New Mexico. Such volunteer groups often play important roles in local efforts to minimize fire risks.
According to North Carolina State University (NCSU) researchers working with New Mexico communities threatened by wildfire, localities that develop customized plans to respond to wildfires not only minimize fire risk but also quicken the pace of recovery after fires occur.
"Communities respond very differently to their threats and can be equally effective with different responses," says Toddi Steelman, assistant professor of forestry at NCSU. "There is no cookie-cutter approach."
In 2002 Steelman and her colleague Ginger Kinkle, a forestry graduate student at NCSU, began investigating how communities used state funds to address wildfire risk. What the researchers found, says Steelman, was that communities often devise their own ways of responding to the threat of wildfire because federal and state programs don't always address the specific conditions a particular community might face.
"You can't create a generalized plan that works in both places. The culture, geography, population, and vegetation are different and ultimately affect how a plan is implemented on the ground."

After almost two years of political infighting, dealmaking and litigation, it was only fitting that North Carolina's redistricting plan ended up in the nation's highest court. Besides, it was in keeping with the highly publicized, circus-like circumstances of the Tar Heel State's mapmaking process. From the first machinations, to the U.S. Supreme Court's 1993 decision to allow white residents of the 12th District to challenge the constitutionality of the new map, the state's redistricting process was arguably the most convoluted of any state. Given the follies that marked some other states' efforts to draw lines for the 1990s, it was an especially dubious achievement. The Supreme Court case, Shaw vs. Reno, was brought by five white voters two of whom were 12th District residents who claimed racial separation of voters violated their constitutional rights. State officials defended the map, pointing to Voting Rights Act mandates that require creation and preservation of minority-majority districts whenever possible. In allowing challenges to "bizarre" and racially gerrymandered districts, the high court may have opened a window of opportunity for legal challenges to majority-minority districts across the country. North Carolina's story began back in July 1991, when the state Legislature approved a map that included a black-majority seat in the rural eastern part of the state. That seat would likely have elected the state's first black to Congress this century, but the Justice Department nullified the plan, ruling that one minority-majority seat was not enough. (Under Voting Rights Act provisions, North Carolina is one of 14 states that must have their congressional maps "precleared" by the Justice Department.)

Stumm , University of North Florida ABSTRACT: An increasingly constrained fiscal environment and unrelenting citizen demands for services have cities searching for new ways to provide many needed services. Municipal enterprises require special consideration because they provide many advantages for cities. However, because they are separate municipal funds, an understanding of commonly used fund transfer mechanisms, such as payments in lieu of taxes or services in kind, is essential to making valid service provision comparisons. This study uses examples from a recent national survey of cities to explain and illustrate various means used by municipal enterprises to transfer revenue to, and from, other municipal funds. It also provides examples of how accurately accounting for the resultant revenue can significantly alter the results of the comparison process for five commonly used utility enterprises. Related Category: U.S. Political Geography Winston-Salem, city (1990 pop. 143,485), seat of Forsyth co., central N.C., in the Piedmont; inc. 1913. It is one of North Carolina's largest cities and foremost industrial centers. Historically a major tobacco manufacturer, Winston-Salem diversifed in the 1990s; its economy now relies heavily on banking, medicine, and higher education. The city also has a brewery, a large bakery, and clothing, textiles, electrical equipment, and appliance factories. The village of Bethabara, the first Moravian settlement in North Carolina, was established nearby in 1753. In 1766 the Moravians built their central town, Salem, a few miles away, and most of the industries and residents of Bethabara moved there. Winston was established in 1849 as the county seat. The two communities were united in 1913.
