Private Higher Education in North Carolina
History of Private Higher Education
History
Private higher education in North Carolina has a long history and traces its beginnings to 1772 and the founding of Salem College , one of the earliest colleges for women in the United States. Louisburg College , which was chartered in 1787, is our second oldest institution of private higher education. The decade of the 1830s witnessed a flourishing of private colleges in North Carolina Wake Forest in 1834 and Davidson College and Guilford College in 1837, while both Duke University and Greensboro College trace their beginnings to 1838. These schools were founded by private citizens determined to spread the benefits of higher education to North Carolina. Twenty of our current private colleges or their predecessors were operating in the state by 1877. GO to top
Today North Carolina has the following 36 independently controlled colleges and universities accredited by the Southern Association of Colleges and Schools. These institutions are affiliated with 14 different religious denominations and enroll over 60,000 students. They confer nearly one-third of the bachelor's degrees awarded in the state each year and over half of the state's degrees in law and medicine.

Comparison of Traditional and Charter Schools
Study finds charter schools providing solid early education
ARIZONA – This study examines 158,000 test scores of more than 60,000 Arizona students attending 873 charter and traditional public schools statewide over a three-year period. Charter school students in elementary grades exhibited faster achievement growth than traditional public school students. Achievement growth in the middle grades was similar for both kinds of students, while high school achievement growth was higher for traditional public school students. One reason for this is that elementary charters are more likely to focus on academics, while middle and high school charters generally serve more at risk students. Read more here
NC School Enrollment to Drop
Federal projections could have significant implications for state, local budgets
RALEIGH — The National Center For Education Statistics predicts that by 2013 North Carolina will have 11,000 to 12,000 fewer K-12 students in its schools, compared to its 2001 enrollment. According to the NC Statistical Profile 2001, 1.29 million K-12 students, including charter students, enrolled in the public schools that year. If the NCES projections are correct, by 2013 enrollment will drop to about 1.28 million statewide. The NCES study examines trends across all states, and the expected gainers outnumber the losers. In all, 30 states will pick up K-12 enrollment, NCES says in its Projections of Education Statistics to 2013.

  • The best way to educate the populace is through public schools. The most effective way to govern public schools is through local boards of education which are representative of the community. Members of the local boards of education make better decisions when they are educated about their roles and the issues in public education. School board members must recognize and accept the importance of their roles as educational leaders. Local boards of education are responsible for the education of all public school children.

Charlotte-Mecklenburg: Karla scoon Reid: Color Blind [From "Education Week"] "Something is different about the children gazing out the windows of the yellow school buses lumbering up Selwyn Elementary School's driveway: Most of the black faces are gone. "White children have taken the places of many of the African-American students who were bused to Selwyn, once an integrated school in the heart of one of this city's oldest and wealthiest white neighborhoods. "The Charlotte-Mecklenburg school district, free from a federal desegregation order, adopted a colorblind plan for student assignment in 2002 that is producing more racially isolated schools, like Selwyn, and more schools enrolling high concentrations of poor children. "From the mid-1970s through the 1980s, the North Carolina school system made up of Charlotte and surrounding Mecklenburg County earned national acclaim as the "city that made desegregation work." The key was a landmark 1971 ruling by the U.S. Supreme Court, in Swann v. Charlotte-Mecklenburg Board of Education, that cleared the way for Charlotte—and districts nationwide—to use mandatory busing and race-based student assignment as tools to achieve integration.

President's Message From Steven D. Slott, DDS
Greetings from your Association of North Carolina Boards of Health.
ANCBH is constantly searching for new and/or improved ways to help the local boards perform their huge responsibilities. Your ANCBH Board of Directors seeks nothing less than the finest public health system in the nation and is of the opinion that this system must have at its core strong, educated, and viable local boards of health. To that end, we will continue to work diligently. As a member of my own local board of health in Alamance County for the past 7 years I am attuned to many of the problems facing local boards today. I invite any and all suggestions as to how ANCBH may better serve you. Please feel free to contact me by telephone, e-mail, or regular mail at any time. Best wishes!! Steven D. Slott, DDS

Presidential Insight (feature)
by Sam Almond My theme for this year is "North Carolina Counselors: Making a World of Difference." I chose this theme because I believe it, passionately. Unfortunately, those individuals who allocate funding or determine our roles don't often understand or appreciate what we have to offer. Whatever our specialty might be, we are often too busy to communicate these to individuals who might help us the most. This year I'd like to ask for your help in doing three things to bring about a better understanding and greater knowledge of our field. If we don't accept this challenge, I fear that we will see our numbers decline. The second thing I would like to ask you to do is to advocate for our profession and your division. At our June changeover meeting, Donna Henderson defined an advocate as, "….one who defends or maintains a cause." How can we expect others to appreciate and value our services if we cannot articulate these to mental health commissioners, boards of education, public officials, and to the public, in general? I will be the first to say that I would like to know more about the issues of each division under NCCA. As the "voice" for your division, speak up loudly. Write letters or articles, offer to speak at public functions, promote training opportunities. These are vehicles for advocating what is important to you.

http://www.doa.state.nc.us/doa/ethics/info-01.htm
General Information – Board of Ethics The North Carolina Board of Ethics is the State’s primary conflict of interest "watchdog" for high-level employees and appointees in the executive branch of State government. It exists by virtue of executive order. Governor James B. Hunt, Jr. first established the Board in January 1977 by Executive Order Number 1. Every Governor has continued it by executive order since that time. The current version of the order is Executive Order Number One which was issued by Governor Easley on January 12, 2001. The Board's overall mission is to protect the public interest and maintain the public trust by helping Public Officials and the boards and commissions on which they sit avoid conflicts of interest and appearances of conflict of interest as they perform their public duties. The Board pursues it goals primarily through education evaluation , and enforcement In early 1998, Governor Hunt dramatically increased the Board's powers and scope of responsibility in all three areas. Governor Easley’s Executive Order Number One modified, but largely left intact, the significant changes of the prior version of the Order. For example, there is a continued emphasis on conflict identification and avoidance through a strong education program . The Board is once again charged with developing and implementing an ethics education and awareness program for covered Public Officials. In addition to producing periodic newsletters and making ethics presentations, the Board issues
