With 63,675 reports of child abuse and neglect accepted last year by County Departments of Social Services and more than 21 children killed at the hands of caretakers, North Carolina has an epidemic in child abuse and neglect. However, there has been little investment in child abuse prevention. Further, adoption is the best choice for many child victims of abuse and neglect, yet the adoption system in North Carolina needs to be strengthened to allow more families to consider adopting.
1. Appropriate $3.2 million for the support and expansion of the Intensive Home Visitation Initiative that has been proven to decrease the incidence of child abuse and neglect, decrease dependence on public assistance, and enhance child and family development.
Intensive Home Visitation was cut by $225,000. The Juvenile Crime Prevention Council (JCPC) Funds were cut by $1.3 million, which included some funding for Intensive Home Visitation programs.

The North Carolina Principal Fellows Program

Legislation creating the North Carolina Principal Fellows Program was enacted by the North Carolina General Assembly in 1993. The purpose of the Program is to attract outstanding full-time students to two-year Masters in School Administration (MSA) programs, thereby increasing the number and enhancing the quality of licensed school administrators available to serve in the public schools of North Carolina. The first class of Principal Fellows began their studies in 1994-95 and graduated in the spring of 1996.
The Program provides each recipient an annual scholarship/loan of $20,000 for two years of full-time study, for a total of $40,000. The first year of study is dedicated to academic coursework at one of eleven universities in the UNC system. The second year is spent in a supervised full-time administrative internship in a public school in North Carolina. In return, each participating Principal Fellow agrees to repay the scholarship/loan with four years of service as a principal or assistant principal in a North Carolina public school within six years following graduation from the Program.

STUDENT DRIVING ELIGIBILITY CERTIFICATE REQUIREMENTS
A Summary of North Carolina General Statutes and
DEFINITIONS Conventional non-public schools are those operating only under either Part 1 or Part 2 of Article 39, Chapter 115C of the NC General Statutes. Home schools are those non-public schools operating under Part 3 of Article 39, Chapter 115C of the NC General Statutes. D.E.C. is the abbreviation used in this document for driving eligibility certificate. DMV is the abbreviation for the North Carolina Division of Motor Vehicles.
ISSUANCE OF D.E.C.’S BY NON-PUBLIC SCHOOLS Before issuing a D.E.C., a conventional non-public school or a home school must already have on file with the NC Division of Non-Public Education a currently valid Notice of Intent to Operate and must be in compliance with all the laws and regulations applicable to conventional non-public schools or home schools which enroll students subject to compulsory attendance laws. The chief administrator of a non-public school which is in compliance with all laws and regulations applicable to that type of non-public school may then request D.E.C. forms from the NC Division of Non-Public Education the exclusive supplier of D.E.C. forms to all non-public schools. These D.E.C. forms are then non-transferable between schools. Non-public schools may NOT request D.E.C. forms from the NC Division of Non-Public Education until after the school’s currently valid Notice of Intent to Operate has been on file with the NC Division of Non-Public Education for six calendar months, unless the student has moved to North Carolina within the last 30 days preceding the D.E.C. form order date.

The Briarcliff Elementary School is located in Shoreham, New York about 60 miles from New York City. It is a K-1 school serving 175 students from middle income families, 98 percent of whom are white. Brown Street Academy for Talent Development is located in Milwaukee, Wisconsin. It is a pre-K-5 school serving a student population of 600 that is 1 percent white, 75 percent African American, c. 10 percent Hispanic, c. 10 percent Asian/Pacific Islander, and c. 4 percent other. Ninety percent of the students are on free or reduced lunch. Centennial Elementary School is located in Littleton, Colorado near Denver. It is a K-5 school serving a student population of 550 that is 95 percent white, and c. 5 percent other. Of the school's students, c. 76 percent are from middle income families and 24 percent are on free reduced lunch. Champlain Valley High School is located in Hinesburg, Vermont near Burlington. It serves 1000 students in grades 9-12. About 96 percent of the school's students are from middle income families and 4 percent are on free reduced lunch.

Last Tuesday, the Justice Department settled a case - over
civil right in a high school. But not of blacks or Hispanics. The
case instead was about the treatment of Asians - and by classmates, rather than by teachers or administrators. The settlement - and the case it grew out of - developed from students bullying Asian students at Lafayette High School in Brooklyn. The school had become notorious for bullying of Asian students - but by classmates. According to Justice Department officials, what got Washington involved in that New York City government school was things such as other kids throwing food and cans at Asian classmates, while yelling derogatory ethnic remarks - rather than anything school administrators or teachers did to Asian kids.
