SENATE BILL 71 GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 2001 SESSION LAW 2001-178 SENATE BILL 71 AN ACT TO ESTABLISH A PILOT PROGRAM UNDER WHICH PARTICIPATING LOCAL SCHOOL ADMINISTRATIVE UNITS PLACE ALL STUDENTS WHO ARE ON SHORT-TERM OUT-OF-SCHOOL SUSPENSION IN ALTERNATIVE LEARNING PROGRAMS. The General Assembly of North Carolina enacts: SECTION 1.(a) The State Board of Education, in cooperation with the Department of Juvenile Justice and Delinquency Prevention, shall establish a pilot program under which participating local school administrative units place all students who are on short-term out-of-school suspension in alternative learning programs. These alternative placements may be in alternative learning programs, day reporting centers, and other similar supervised programs for students. The Superintendent of Public Instruction and the Secretary of the Department of Juvenile Justice and Delinquency Prevention shall select no more than five local school administrative units to participate in the program. This was a typo and the correct information is that 57% do get their diploma and 43% do NOT get their diplomas in 4 years. This week the Appropriations Subcommittees met only once. In education they reviewed the State Board of Education budget recommendations as compared to the Governor's budget and they discussed some options for cutting. In HHS, legislators were presented with a 14 page list of options for cutting programs. While these were just options, the reality is that House members are still instructed to cut $91.6m from what the Governor recommended in Health and Human Services spending. There is a strong possibility that cuts will have to be made in programming that will directly affect children. Calls have been flooding legislators' offices asking that they not reduce Smart Start or Mental Health funding any further. Additional calls are needed regarding the full array of children's and health care programs and services.

News Release: November 11, 2003 Betty Weycker Named Assistant Superintendent At Winston-Salem/Forsyth County Schools Betty Weycker has been named assistant superintendent for technology at Winston-Salem/Forsyth County Schools. Weycker, who recently was selected for the post by the Winston-Salem/Forsyth County Board of Education, has served as director of instructional technology for the school district since 2000. She replaces David Shellman, who retired. Weycker started her education career in 1978 as a math teacher at Douglas High School in South Dakota. She also has taught at Piedmont Middle School in Monroe, Forest Hills High School in Marshville and in Iredell-Statesville Schools. Weycker was coordinator for the Student Information Management System (SIMS) in Iredell-Statesville from 1988 to 1993, before being named director of media and technology, SIMS and testing in 1993. She served in that role until joining Winston-Salem/Forsyth County Schools in 2000. A frequent presenter at state and national technology conferences, Weycker has been selected to serve on the State Technology Advisory Council. Johnston Source: The High School Journal, April-May 1998, Volume 81, Number 4, p. 229-243 The purpose of this report is to describe the transformation of a "last chance" alternative school, Lakeside School, located in southeastern North Carolina. During the 1995-96 school year, Lakeside changed its mission from a last-chance type detention center to an innovative academic alternative setting that serves socially and academically at-risk students. The reason for this change in focus at Lakeside was that the effectiveness of the detention center approach was minimal; instead, Lakeside was serving as a "dumping ground" for discipline problems and juvenile offenders. The academic effectiveness of the school was as were graduation and promotion rates, and the recidivism rate was high. The restructuring plan at Lakeside included: (a) limiting admission to secondary students and changing the name to Lakeside High School; (b) adopting a student admissions policy which prohibited assignment based primarily on behavioral factors; and (c) approving an academically focused program grounded in a philosophy of student assistance. The student assistance program includes a 4-day instructional week, 3x3 block scheduling, regular Friday staff meetings (which include interagency collaboration among social services agencies), and emphasis upon student learning styles to guide instructional planning.

HIV, STD, and Pregnancy Prevention Education North Carolina Statute requires schools to provide instruction for students in grades kindergarten through grade nine on preventing sexually transmitted diseases, including AIDS, and other communicable diseases, as well as abstinence until marriage education. The detailed statute specifies that all schools must stress that "a mutually faithful monogamous heterosexual relationship in the context of marriage is the best lifelong means of avoiding diseases transmitted by sexual contact, including AIDS.
