North Carolinians are not undertaxed. While a series of reductions in income, sales, and other taxes from 1995 to 1998 saved taxpayers more than $1.4 billion, this tax relief followed even larger tax increases in 1990 and 1992 and more than $1 billion in new taxes in 2001 and 2002. The county, which has to provide facilities for the school system, must ask voters to approve millions of dollars in bonds to pay for a new school. Whether Alamance County will go the way of some of these counties and add school impact fees remains to be seen. Some North Carolina counties, including nearby Orange and Chatham, have implemented an impact fee on new homes. Builders pay a set rate for every single-family home or apartment unit. Revenues are held in a fund that pays for school needs. Supporters say the revenues are crucial for good schools in growing areas. Opponents say the costs, which are often passed on to home buyers, can hurt local growth and price some people out of the market. The Alamance-Burlington School System is putting together a bond request that includes a new elementary school to handle residential growth southwest of Burlington at a projected cost of $13.9 million. The addition of the school would push the cost of a proposed school bond package for classroom additions and repairs to $35.9 million and add 3 cents to the property tax rate. "It sort of pushes it over the hill for us," Jim Merrill, superintendent of the county school system, said of the project.
