The progress from colonialism to independence in the Pacific Islands region (both north and south of the equator) has not brought an end to the influence of the former colonial powers. Presently, there are ten territories or dependencies linked directly to an extraregional government, and five others are constrained in their foreign policies by the terms of their free associaton compacts. Historical background. The Pacific Islands Forum, formerly the South Pacific Forum until a name change in October 2000, was founded in August 1971 with members comprising of: Australia, New Zealand, Western Samoa (now Samoa), Fiji, Cook Islands, Tonga and Nauru. Since then the original seven members were joined, in order, by: Niue, Papua New Guinea, Kiribati, Tuvalu, Vanuatu, Solomon Islands, Marshall Islands, Federated States of Micronesia and Palau. As of this year there are 16 independent and self governing states in the Pacific. The French Territory of New Caledonia was admitted to the Forum in 1999 as an Observer, Timor Leste was admitted in 2002 as a Special Observer. The Forum is the region’s premier political and economic policy organization. Forum leaders meet annually to develop collective responses to regional issues.
The Pacific Islands Forum mandate is to work in support of Forum member Governments to enhance the economic and social well-being of the people of the South Pacific by fostering cooperation between Governments and between international agencies, and by representing the interests of Forum members in ways agreed by the Forum.
The Pacific Islands Forum represents Heads of Government of all the independent and self-governing Pacific Islands countries including Australia and New Zealand. It provides member nations with the opportunity to express their joint political views and to cooperate in areas of political and economic concern.

    HISTORICAL BACKGROUND The idea about the setting up of a Regional Youth Co-ordinating council for the Pacific Basin was initiated by the Fiji National Youth Council in 1975. The idea came into being after repeated resolutions by Pacific Island country representatives at various Pacific Island’s Youth Conferences before and during 1979. The follow-up of the 1979 resolution was not hurriedly pursued. The idea was then temporarily shelved, due to the fact that not many countries in the Pacific who have already established National Youth Councils were strongly pressing the issue. An elaborate campaign was done to assist smaller island countries on the setting up of their National Co-ordinating networks. The campaign was backed up by the satelite links called "Peacesat" based at the various centres within the region convening regular satelite meetings and regular exchange of resource materials on the existing National Youth Councils to assist the intending countries. This campaign was co-ordinated by the Youth and Adult Education Unit of the South Pacific Commission. It took six years to finally realise the success. In 1985 about ten National Youth Councils was recorded to have been formed in New Zealand , Australia, Fiji, Papua New Guinea, Vanuatu, Solomon Island, Niue, Cook Islands, Western Samoa, and Tokelau Island. Tonga had a youth workers association, Tuvalu was working towards the formation of the Tuvalu National Youth Council and Kiribati had made attempts towards a Kiribati National Youth Forum. With the above country-based councils; the time was deemed right to form a Pacific-based Regional Youth Co-ordinating body to foster closer collaboration for youth.

    I lost my breath ... aah ... when I received the invitation from SPINF to attend the first Coconuts College conference in Ishigaki. Today, I am still trying to catch my breath as I travel back home. I have travelled through so many time zones, on four different airlines, through five big cities and up to the northern hemisphere. For a novice international traveller, I wouldn't have minded getting lost in the Yaeyama Islands. They are just like home. The idea of the conference was really promote understanding of Pacific Islands to Japanese people. I was privileged to have been selected from tiny Niue to join the other Pacific delegates. All of us were history teachers from different parts of the Pacific ocean but we had met once before at a workshop of the TTPF regional history project (another SPINF project). The fact that I was representing Niue (the "Rock of Polynesia" it is called now) was a little confusing because I am of Banaba ancestry (from Kiribati) but am a Fiji citizen married to a Niuean and living in Niue, which is politically linked to New Zealand. I am a Pacific "fruit salad" for sure. Arrival in Tokyo was a culture shock. All the super-modern technology that makes air, road and rail transport so comfortable is a credit to Japan but when I arrived it was obvious that more people than the whole population of Niue was standing around in the terminal at Narita. Then the winter chill hit me and I felt frozen.

    By Jim Neiger, N6TJ The concept of a contest-oriented cub in the SF Bay Area was "kicked around" by myself and Rick – "The Locust" – Hilding, K6VVA around the 1965-1968 period. Rick and I were very active in DX contests as members of the Northern California DX Club and could often be found slugging it out, mano a mano from K6ERV, K6OHJ, K6DXM, WA6GFY, or any other stations crazy enough to host us. I guess Rick and I were among the early "hired guns." Rick acquired his nickname ("The Locust") during these operations, not necessarily for his prowess on the DX bands which was considerable (I still consider him to be the FINEST DX operator, phone or cw, EVER, and certainly of his generation), but rather for his in-contest reputation for cleaning out the host’s refrigerator! Anyway, back to the point: We were frustrated that the members of the NCDXC did not share our interests in launching major club efforts in the contests. The NCDXC-SCDXC rivalry in the ARRL DX contests was HUGE during the 1960’s and although the NCDXC members liked the sweet smell of victory when the winner was announced at Fresno (it would be many years yet before Visalia was to be discovered), Rick and I felt that we, and a few others like W6CUF (now W6CF), W6WX, K6ERV, K6AHV (now W6RJ), K6OHJ, W6WB, were "carrying" the NCDXC…and that this club really wasn’t interested in contesting per se.
