Lagos, Credit: IRIN Nigeria's 120 million people belong to more than 250 distinct ethno-linguistic groups, and are evenly split between Muslims and Christians, while there are also significant numbers of people who follow traditional African religions. Various historical and other factors have spurred conflict between the country's various peoples, especially in modern times. In the pre-colonial era many of the peoples who now make up Nigeria related primarily through trade. It was through trade across the Sahara with North Africa that Islam was introduced to parts of northern Nigeria more than 1,000 years ago. A turning point in Nigerian history came in 1804 when a Fulani preacher, Othman dan Fodio, began a holy war that resulted in the subjugation of the old Hausa city states of northern Nigeria. Having conquered the Hausa, the Fulani adopted their language and merged with their ruling classes to create a Hausa-Fulani ethnic group under the rule of what was now the Sokoto Caliphate. Another major development, this time in the southern coastal and forest region, was the contact with Europeans in the 16th century through trade, mainly in slaves. Colonisation began in the 19th century, when the industrial revolution in Europe spurred interest in agricultural and mineral commodities in the African interior. Along with the colonialists came Christian missionaries who converted large parts of southern Nigeria.

A history of Nigeria
The Portuguese discovered Nigeria in the 1480’s along with one of its indigenous races, the Edo. The Edo kingdom was noted for its brass and ivory work and for its barbaric customs of human sacrifice, but for white traders its chief interest was as a source of slaves and pepper. Long subject to the Yoruba civilization that had Hamitic origins and had established itself between the 7th and 10th centuries along the Niger River delta in the south, the Endo probably did not establish a state independent of the Yoruba until in the early 15th century. The Yoruba maintained a loose federation until the late 16th and early 17th centuries, when they were united under the Alafin of Oyo. The Oyo Empire, however, did not extend to the coast where the Endo in the west and the Igbo in the east were relatively autonomous. The north had been settled by Hausa-speaking people.

HISTORY AND GOVERNMENT
Long before colonial rule, the peoples of Nigeria had established their own indigenous system of government. The various ethnic groups in Nigeria had different patterns of government. The Hausa-Fulani, Igbo and Yoruba in particular had each established political systems that were distinct. Evidence of contact between the peoples on the northern part of Africa and Nigerians can be found in the legends of some ethnic groups. The Hausas, for example, 'have a legend which traces their ancestry to migrants from the Far-east. So also does a Yoruba legend. One can assume that as the Sahara began to desiccate, some of the groups who lived in what was changing into an inhospitable region moved out. The few who probably moved south into what became Nigeria would in turn displace those already living there, forcing the latter to repeat the process elsewhere.

To the West of the Kanem Borrio empire, were Hausa states. The Hausa legend of a common origin also idenifies seven of the state - Biramo, Daura, Gobir, Kano, Katsina, Rano and Zauzau - as the oldest, while another seven - Gwari, Yoruba, Kebbi, Kororofa, Zamfara, Nupe and Yauri - are regraded as relatively more recent. The Hausa states were not united until the opening years of the 19th century, although in the 16th century the borders of the Songhai Empire extended to some of the western states. Nevertheless, their geographical position enabled them to thrive and prosper, for they were able to exploit the agricultural potentials of the northern region and to carry on a vigorous, trade with caravans from across the Sahara as well as with the people of Southern Nigeria.

This essay is in honour of the MIDWEST HISTORY MONTH 1999. Before dealing with the subject matter, I would like to thank Dr. Nowa Omoigui for his foresight in initiating this event. In my reply to him on July 30, 1999, when he invited Midwesterners to participate in this historical milestone, I thanked him "for reminding us of our being". Too many of us have either forgotten or do not care about our history. To Midwesterners, and to Nigerians in general, the creation of the Midwest State on August 9, 1963, will for ever remain a key factor in determining the future of federalism in Nigeria. As a student and teacher of comparative federalism, I have always supported the federalist movement in Nigeria. In one of my weekly columns in the Observer Group of Newspapers, the Sunday Observer , (Benin City, August 7, 1988, p. 12), entitled "On Nigerian Federalism" I wrote: "While Bendelites are celebrating the Silver Jubilee of the creation of their state this month, 567 Nigerians are continuing their assigned debate in Abuja to rewrite the Nigerian Constitution." The second wave of mission in the 19 th century West African sub-region started with the Protestants. The sheer burden of this missionary work lay with the liberated slaves and lay men and women of the West African region. In the region of Nigeria Yoruba liberated slaves were the most enterprising both in trade and in spreading Christianity. Henry Townsend and Ajai Crowther stand out clearly, as missionaries of no mean stature in the western, Niger and delta areas of Nigeria. CONTEXT Although human rights violations in Nigeria have been commonplace under military rule, 1993 was a particularly challenging year for Nigerian human rights groups. Former President General Ibrahim Babangida annulled the results of a presidential election, which would have brought the country back to civilian rule, and installed an interim government. In mid-November, Defense Minister General Sani Abacha forced the interim government to resign, effectively staging the seventh coup d'etat since Nigeria's independence. The regime banned all political meetings and associations. No timetable was set for the return to civilian rule. Throughout this crisis, the human rights community has banded together under a coalition called the Campaign for Democracy (CD). Riots erupted in Lagos in early July 1993 and the regime detained hundreds of protesters for a month. CD called for additional strikes and demonstrations. Human rights abuses during this time were widespread, including ethnically-based attacks, killing of demonstrators, detentions of activists and journalists, and interference with freedom of expression and association. The Nigerian press, known for being outspoken, came under even more fire from government authorities during the political crisis. The government closed down several magazine houses. Abuses by members of the police and security forces remain a persistent human rights problem. There are frequent cases of harassment and extra-judicial killings by law enforcement officers. Abysmal prison conditions have also been highlighted by the human rights community.

    By Nowa Omoigui, MD, MPH, FACC Nowa@prodigy.net NIGERIAN CIVILIAN CONTROL OF THE NIGERIAN MILITARY 1958-60 But one sign that the Nigerian Political class was not totally united in its support of the Nigerian military in utero came at the Calabar Conference of the Action Group in 1958. Chief Awolowo declared his opposition to the establishment of a Navy and Air Force while Chiefs Akintola and Rotimi Williams opposed him. Other pro-military voices included those of Chike Obi, Fani-Kayode, Jereton Mariere, Ayo Rosiji and Eneh. Over the next one to two years, those in favor of expanding the military cited ceremonial purposes, "national dignity", terrorism in western Cameroon, the Sawaba crisis in Niger republic and rivalry with Ghana as justification. The day after abrogation and two weeks before the annual congress of the AG in Jos, however, Balewa invited the AG to join him in government. Nevertheless, Chief Awolowo (Awo) refused, leading to a split in the Action Group.

This was in anticipation of the return to civil rule in October 1979 after nearly 14 years. In the interval, however, the country and military had witnessed profound changes. We had been ruled by four military leaders and had differentiated from four regions to 19 states. The discovery of Oil brought in its wake petrodollars and rapid expansion of the economy. It created a rapidly expanding new urban middle class with new values. The sleepy agrarian rural countryside of the early sixties was in for a shock. Massive new infrastructures were built to support various facets of the economy including new military bases and expanded older ones. The second and third national development plans had been completed. New barracks dotted the landscape. Military uniforms had evolved. The Army had imported large numbers of excess Vietnam era American trucks. In 1976 there had been an abortive coup which led to executions after the promulgation of new decrees specifically designed to address coup plotting [http://www.gamji.com/nowa3.htm]. Civilians could not even drive personal cars that were painted green.

    Chaplaincies:
    UNILAG, LUTH, UNIBEN, Assorted Works Although the Catholic chaplaincy at the University of Lagaos (Unilag) was, in fact, one of the first works of Jesuits in Nigeria, it was not Originally part of the "official" agenda. Yet Unilag officials, including muslims, were asking whether the new Fordham priest-lecturers had come for the pastoral care of the Catholic students. The two faculty member, Frs. Schuh and Schuyler, did offer Mass for a small number of Catholic students, and the archbishop gave his approval to establish a chaplaincy. In those first few years, when the university population was small, the two Jesuits taught more than 50% of all students, mostly in law, business, and medicine, and thus had tremendous contact with the student body, Catholic and non-Catholic alike. In 1968, Fr. Schuyler began chaplaincy work at the School of Nursing at LUTH (Lagos University Teaching Hospital). That involved three Masses on Sunday, daily Masses, and pastoral care for thousands of students. Eventually, Catholics and Protestants on the university campus agreed to share in building a chapel. The cornerstone was laid in a ceremony on May 1, 1976, but the chapel, Christ Our Light, was only ready for use in 1984. Since then it has been used for Sunday and daily liturgies. The main assembly area holds 900, and the side chapel seats 175.

    A committee for the planning of Loyola Jesuit College has been at work since November, 1990. It formed a statement of goals and objectives, determined preliminary characteristics of the school, and researched extensively into a location before settling on the Federal Capital Territory of Abuja. This site was chosen not only because of the great needs for education in the blossoming capital, but also because of the opportunities for making a significant contribution to peace and harmony in the country. Just outside the campus is a typical small community - a reminder of exactly how far the country has yet to go. The school will be a co-educational boarding school of 800 students. It will be geared specifically toward preparation for entrance into University and will be extremely high academic calibre. There will be no discrimination against any person on religious, ethnic, or economic status in with the student body or faculty and staff. There will be no coercion of students to participate in classes or other activities in conflict with their tradition and beliefs. It will demand a complete adherence to the fundamental principles of the school as are clearly delineated in goals and vision statement.
