  • An individual or company receives a letter or fax from an alleged "official" representing a foreign government or agency; An offer is made to transfer millions of dollars in "over invoiced contract" funds into your personal bank account; You are encouraged to travel overseas to complete the transaction; You are requested to provide blank company letterhead forms, banking account information, telephone/fax numbers; You receive numerous documents with official looking stamps, seals and logo testifying to the authenticity of the proposal; Eventually you must provide up-front or advance fees for various taxes, attorney fees, transaction fees or bribes; Other forms of 4-1-9 schemes include: c.o.d. of goods or services, real estate ventures, purchases of crude oil at reduced prices, beneficiary of a will, recipient of an award and paper currency conversion.

Nigeria Table of Contents THE STORY OF NIGERIA during the postcolonial era has been one of a search for the constitutional and political arrangement that, while allowing for the self-expression of its socially and culturally diverse peoples, would not hinder the construction of a nation out of this mosaic. In this search, the country has experienced cycles of military and civilian rule, civil war, and peaceful reconstruction. If any nation typified political scientist Richard Sklar's characterization of the African continent as a "workshop of democracy," it would certainly be Nigeria. The country has experimented with different federal, state, and local government systems, learning more about its needs, resources, and constraints with each experiment. Despite the predominance of military regimes during the three postcolonial decades, Nigerian society has retained many of the fundamental building blocks of a democratic polity: vigorous entrepreneurial classes, a broad intelligentsia and numerous centers of higher education, a dynamic legal community and judiciary, diverse and often outspoken media, and, increasingly, courageous human rights organizations. Despite the differences in character and composition of the successive governments, it is still possible to identify the major threads of Nigeria's institutional evolution. As the nation finds itself once more on the threshold of transition from military to civilian rule, promised for 1992, examination of these threads is essential for understanding the Nigeria that will become the Third Republic.

A major cause of political conflict in Nigeria since independence has been the changing formula for allocating revenue by region or state. Before 1959 all revenues from mineral and agricultural products were retained by the producing region. But after 1959, the region retained only a fraction of the revenue from mineral production. This policy was a major source of dissatisfaction in the Eastern Region, which seceded in May 1967 as the would-be state of Biafra. By contrast, the revenue from agricultural exports was retained by regional marketing boards after 1959, but the agricultural exports of eastern Nigeria were smaller than those of the other major regions. The rapid growth of petroleum revenue in the 1970s removed most of the severe constraints placed on federal and regional or state budgets in the 1960s. Total federal revenue grew from N306.4 million in 1966 to N7,791.0 million in 1977, a twentyfivefold increase in current income in eleven years. Petroleum revenue as a percentage of the total went from 26.3 percent in 1970 to more than 70 percent by 1974-77. During the civil war, most of the twelve new states created in 1967 faced a revenue crisis. But a 1970 decree brought the states closer to fiscal parity by decreasing the producing state's share of export, import, and excise duties, and of mining rents and royalties, and by increasing the share allocated to all states and the federal government. Also, in 1973 the commodity export marketing boards, which had been a source of political power for the states, were brought under federal control. Other changes later in the 1970s further reduced claims to revenue based on place of origin. In the 1970s, the federal government was freed to distribute more to the states, thus strengthening federal power as well as the states' fiscal positions. Statutory appropriations from the federal government to the states, only about N128 million in FY1966, increased to N1,040 million in 1975 with the oil boom, but dropped to N502.2 million in 1976, as oil revenues declined.

When the international community faced the serious threats posed by terrorism, it came together and globally confronted the menace, it still does so both at the United Nations and at the regional levels. The same efforts are being channeled to combat the menace of drug trafficking, money laundering etc. As Advance Fee Fraud (AFF) poses serious threats and risks to international business communities, it, too should be addressed in the context of global crime by all well-meaning countries. It was against this backdrop that the Nigerian Government, through its central law agency, the Nigerian Police Force, urged the international community during the 63rd General Assembly Session of INTERPOL in Rome, Italy from 28th September to 4th October 1994 to pool resources together to fight AFF. The Crime itself emanates from conspiracy between some dubious Nigerians and gullible foreigners to transfer, illegally abroad, non-existing funds belonging to the Federal Government of Nigeria to foreign accounts, by using business and bank accounts of the greedy foreign collaborators. In the process, the foreigners get defrauded. Scam letters (or scheme letters) are the major tools of the crime. In the past, these letters informed the prospective victims of huge contracts for purchase of vehicles, computers, agricultural machinery, etc. at Ministries of Defense, Transport and Aviation, Agricultural and other State Ministries. But in recent times, advance fee fraud letters have been found to intimate prospective victims of millions of dollars from fictitious or allegedly existing and unclaimed estates of deceased individuals or from previously fulfilled contracts in Nigeria which is available for claim by relatives of the deceased. Such letters often accompany copies of fake wills of deceased foreigners and are usually sent to their spouses or charity organizations.

Hajj Policy in Independent Nigeria Until 1953 not much appear to have been done, out going colonial administration had no cause to bother much about hajj and the incoming independent government was not quite on the ground yet. Alhaji Abubakar Imam appeared to have started it all, for during the Budget Session of the House of Representatives in Lagos, early in 1953, he "tabled a motion for the establishment of a ‘Nigeria Office’ in Jeddah to cater for the welfare of Nigerian pilgrims going to Saudi Arabia every year."( The motion was adopted with minor amendments and he planned to make the pilgrimage that same year to be able to report back in detail what was required to be done. He immediately received a letter from Mr. Bruce Greatbatch, the Permanent Secretary in the office of the Minister of Local Government and Community Development, who was then M. Ahmadu Rabah, the Sardauna of Sokoto. The letter informed him of one Haruna Dan Kassim of Kano who then wanted to build a hostel for Nigerian pilgrims in Jeddah and requested him to clarify further his motion in the light of this effort of Dan Kassim. In his clarification he suggested that his report should be awaited. He obtained permission and made the hajj and wrote a detailed report on the problems and what needed to be done.(

As in any market, results are usually obtained through solid research and hard work. The business opportunity that arrives on a silver platter carried by a stranger should be rigorously evaluated by an objective and disinterested party. The U.S. Government, through district offices of the Department of Commerce and the Foreign Commercial Service (FCS) at the U.S. Embassy in Abuja or the Consulate General in Lagos, Nigeria, can provide some useful initial information. For example, if you have received a proposal for a business transaction from Nigeria that seems too good to be true, it may be a scam. You can fax FCS a request for verification of the bona fides of your correspondent. Your fax should include copies of any correspondence you have received from your Nigerian counterpart.

Nine Ogoni activists were murdered on November 10th. They were hanged by a government that cares more about corporate profit than human life. Ken Saro-Wiwa and eight of his compatriots were sentenced to death by General Sani Abacha, the military dictator who took power over Nigeria in the coup of June, 1993. For two years, Abacha has fought an increasingly bloody battle to retain control of the 250 ethnic groups that populate the country. Fearful of international censure, Abacha doesn't open fire on anti-government protesters. Instead, he murders his enemies in a socially acceptable manner- he invents charges against them, tries them in a military controlled court, and then he kills them. The Ogoni people have been particular targets of Abacha's violent tactics. Victims of an alliance between the Nigerian government and the Royal Dutch Shell oil company, they have been protesting a pipeline that taps into Ogoni territory since 1958. While Abacha and Shell have reaped billions of dollars from Ogoni oil, the people and their land have been all but destroyed by spills and toxic gases.

Ever since the discovery of oil in Nigeria in the 1950s, the country has been suffering the negative environmental consequences of oil development. The growth of the country's oil industry, combined with a population explosion and a lack of environmental regulations, led to substantial damage to Nigeria's environment, especially in the Niger Delta region, the center of the country's oil industry. The country also faces environmental challenges from air pollution and desertification, with the encroachment of the Sahara Desert in the north and severe air pollution in overcrowded cities such as Lagos and Abuja. The Niger Delta's main environmental challenges result from oil spills, gas flaring and deforestation. Oil spills in the Niger Delta have been a regular occurrence, and the resultant degradation of the surrounding environment has caused significant tension between the people living in the region and the multinational oil companies operating there. It is only in the the past decade that environmental groups, the Nigerian federal government, and the foreign oil companies that extract oil in the Niger Delta have begun to take steps to mitigate the damage. LAGOS, Dec 1 (AFP) - The Nigerian government on Saturday rose in defence of cheap generic AIDS drugs imported from India saying that they had the same quality as the branded ones. "India has gone far. India is advanced in the manufacture of quality drugs, India is technically far advanced in the field," said Sani Gwarzo, the coordinator of Nigeria's AIDS programme. "We are buying these cheap AIDS drugs but (they) have the same quality as those with branded names," Gwarzo said in a special phone-in programme on Radio Nigeria to mark World AIDS Day. In a first for Africa, Nigeria will next month finally launch a trial programme, announced in September, to use cheap, imported generic AIDS drugs to fight the disease, a top official had said Thursday. In January, the country will also launch a special programme aimed at preventing transmission of HIV/AIDS from mother to child, Deputy Health Minister Amina Ndalolo told reporters in Abuja. The use of imported generic drugs produced in India by the groups Cipla and Rambazy at a fraction of the cost of western-produced drugs was only made possible by a court case in South Africa in April.
