December 2002 Dear Educators, Parents and Others Interested in the Education of Students with Disabilities: The process of providing a free appropriate public education to a student with a disability requires that each student have an individualized education program (IEP). The IEP is the document that identifies a student with a disability’s unique needs. It sets forth the recommendations for the supports, services, programs and accommodations necessary to address those unique needs and to support that student’s participation and progress in the general curriculum (or, for preschool students, to support the student’s participation in age appropriate activities).     Things to consider before you enroll in a private vocational school:
    Is the school promising you a job when you graduate?
    It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
    Is a course necessary to get a job?
    Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
    Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
    It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
    Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

    ALBANY, N.Y. (AP) At a time when states and the nation are emphasizing math, languages and sciences, industries are encouraging vocational education, even going as far as offering one of the richest scholarships in North America for starting a dead sedan.
    The National Automotive Technology Competition sponsored by auto makers and tool companies earlier this month offered $3 million in prizes.
    As academic standards rise, some fear a decline in the vocational education that for decades has produced the nation's entry-level craftsmen.
    Preliminary studies suggest fewer students are majoring in vocational education as states and the federal No Child Left Behind Act demand better performance in core academic subjects, said James Stone III, director of the National Research Center for Career and Technical Education at the University of Minnesota.
    "What I worry about is how we are turning a lot of kids off,'' Stone said. "The impact is if you tell a principal or a school district or a state, `Your funding is contingent on how many students show up every day and pass a test,' that's what you pay attention to.''

    DAILY NEWS STAFF WRITER Joelis Polanco Polanco works on reading while her brother looks on. Joelis Polanco learned last summer what she should have learned in nine years of public school education. She learned how to read. Joelis, 16, was dutifully promoted from first through eighth grade - even though city school officials declared her illiterate two years ago, when she entered her freshman year of high school. The Washington Heights teen's story is a startling example of social promotion, a supposedly banned policy of promoting students even if they lack the most basic skills. Instead of accepting her fate, Joelis and her mother fought the system and won - a victory that could affect many students like her. When school officials sought to send Joelis to a vocational program, the teen, her mother and their pro-bono lawyer, Mark Cheffo, blamed the school system for her problems. They eventually won a $15,000 settlement to pay for the 160 hours of private tutoring that Joelis received over the summer. "I'm not stupid, but I could never really learn how to read," she told the Daily News. "I want to finish high school, to be somebody, but that will never happen if I don't get through the books."
