By Marylena Mantas A team of students from Samuel Gompers Vocational and Technical High School in the South Bronx recently ventured down to Columbia University to take part in the annual FIRST Robotics NY Competition, which brought together more than 1,000 students from around the city, country and the United Kingdom to build the best robot. The team ranked 19th in this year’s competition, which was the third time the school participated. “I want my children to compete with everyone and everything,” said Samuel Gompers’ Principal Marianne Hawthorne. “We are moving our students to meet the challenges of new standards and we are achieving.” The robotics competition came at a time when several principals of the city’s 14 vocational-technical high schools are voicing concerns related to the new academic standards issued by the New York State Department of Education in 1998, which require that all students in public high schools pass five Regents exams to graduate. Vocational students also have to pass a sequence of courses designed to give them proficiencey in a trade.

by Frank Carucci A remarkable thing happened along the way to the presumed demise of vocational education in New York City. It came back stronger than ever and is now a model for academic—as well as career—success. Not that it was easy. Fifteen years ago, our schools were building back from the city’s 1970s fiscal crisis. Many traditional shops like carpentry, plumbing and automobile repair had closed, particularly in comprehensive high schools. Then, in the 1990s, the drive for higher academic standards kicked in, and what is now called career and technical education (CTE) seemed in danger of collapse. At the United Federation of Teachers (UFT), we did not see this as an either/or issue. We believed that vocational programs could raise academic performance while imparting technical knowledge. Working with our state and national affiliates, New York State United Teachers (NYSUT) and American Federation of Teachers (AFT), we involved parents, industry advisors, unions and testing companies. We argued that CTE keeps students in school and prepares them for work and higher education. (And we do! The Transit Authority’s new contract added a clause about working with city schools on apprentice programs.)

One out of every 10 Capital Region workers is employed by the educational services industry. This industry includes institutions that provide academic and technical instruction and services: elementary and secondary schools; vocational schools; community and junior colleges; colleges, universities, and professional schools; and libraries. Baby boomers flooded the schools in the 1950s and 1960s, creating many jobs in education. School enrollment and industry employment peaked in the Seventies, then declined through the mid-Eighties. As the baby boom echo generation entered schools in the late Eighties, industry employment began rising again. From 1995 to 2000, employment jumped 11.2 percent. Many instructors, who were hired during the Fifties and Sixties to teach baby boomers, are now eligible for retirement. Continued demand in educational employment is projected for the region due to this combination of increased enrollments and retirements. (See graph below.) Average Employment
D Wages rose dramatically in this industry until the mid-1990s. From 1995 to 2000, however, the average weekly wages paid to employees in the Capital Region's educational services industry dipped 0.04 percent after adjusting for inflation. (See graph below.) This was due to the ongoing replacement of older, high-wage workers with younger staff earning lower wages.

H eadline in the June 21, 2000 New York Times: Schools Turning [Away] From Teaching the Trades . New York has long operated vocational high schools. Such schools were fairly common when I was young. But, more than that, vocational training was a part of any high school. You could take drafting, home economics, wood shop, maybe even metal shop, typing, print shop, and more. Those courses have waned in regular high schools. They're the province of vocational schools whose students don't expect to go to college. College-bound students no longer expect to hone manual skills. And that has created a crisis in New York. No one doubts the value of vocational high schools. But who's left to teach in them? In the past eight years, attendance in those schools has dropped less than seven percent. During that same time, New York has lost sixty percent of its welding instructors, eighty-three percent of its refrigeration/air conditioning teachers, almost ninety percent of its woodworking instructors, and nobody at all is left to teach machine shop.
