The three selections above link to school aid estimates incorporated in the 2004-05 Executive Budget. In addition to the $14.6 billion in general school aid, the 2004-05 Executive Budget reserves certain new revenues to support expected reforms related to ensuring that every child has the opportunity for a sound basic education. Beginning with the 2004-05 school year, all State revenues generated by video lottery terminals (VLTs) will be deposited into a new Sound Basic Education Account with in the Lottery Fund. Based upon VLT facilities now being developed, as well as new ones to be authorized in legislation introduced with the Executive Budget, these receipts are expected to be approximately $325 million in the 2004-05 school year, growing to $2 billion over the next 5 years. Although Kindergarten isn’t mandatory in NYC Schools, a child must be age 5 by December 31 of the year he/she will enroll in Kindergarten. In New York City , there is also a pre-kindergarten program for 4 year olds. A place in this half-day program is not guaranteed, but is dependent on the level of funding available each year.   • As a teacher, teacher assistant, guidance counselor or educational administrator, AND By a New York State (excluding New York City) public school district or BOCES, or by an eligible charter school which has opted to participate as an employer in STRS, AND Full-time every work day for the full day, as defined in the appropriate contract or job description, through the end of the school year.

FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC Nearly one third of the total student population in New York City schools are immigrants, and the proportion is rising steadily. This digest presents an overview of all the factors that influence the education of immigrant children, concentrating on the students' needs, aspirations, and attainment, and on the public policies directed at them.
DEMOGRAPHICS
The number of immigrants recently flocking to New York City has been massive. Between 1980 and 1990 about one million people from over 160 countries moved to the City. Now, over one-third of the City's population is comprised of immigrants (New York City Department of Planning, 1992). For the purpose of securing aid, the City Board of Education takes an annual Federal Emergency Immigrant Education Census, counting children attending a school for three years or less whose total immigrant enrollment is at least three percent of its total enrollment. In the 1995-96 school year, the Census identified nearly 135,000 students-almost four times the number counted only five years before (Board of Education of the City of New York, 1996). These students represent only a portion of the total number of immigrants in New York City schools. In fact, using statistics from the 1990 U.S. Census of the Population, it is estimated that about 320,000 immigrant children attended City schools in 1995-96.

New York State Attorney General Eliot Spitzer fields questions during his April 23 talk at Duke Time magazine for his successful fight against corporate corruption, was sponsored by Duke Law School, the Global Capital Markets Center, and the Samuel and Ronnie Heyman Center for Ethics, Public Policy and the Professions. The result was a regulatory vacuum that states were unequipped to fill, he said. Further, Spitzer said, some in Congress, along with business interests, have worked to prevent states from playing a regulatory role in areas including oversight of Wall Street practices and predatory lending. At the same time, he said, relatively weak boards of directors at some corporations ceded more and more power to CEOs. Spitzer cited salary figures to underscore that power shift. In 1980, he said, CEO salaries at major corporations averaged 42 times the salaries of average workers within those companies. At the same time, the Faculty and Administration of New York Law School have encouraged students to join them in a letter-writing campaign strongly urging the United States Military to stop discriminating against openly lesbian, gay, bisexual, and transgendered applicants for employment with the Judge Advocate General's offices and in the military as a whole. Richard Matasar, Dean and President of New York Law School, has issued a statement about military recruitment on campus that can be read at the Law School's Web site
