THE QUALITY OF LIFE IN NEW YORK CITY TABLE OF CONTENTS Publications Health Care in New York City Program Improving Public Spaces and Services Program Recent Grants Health Care in New York City Program The Health Care in New York City Program targets what may be the greatest problem facing the city's health care system: the large and growing number of residents without health insurance. Twenty-nine percent of New Yorkers ages 18-64, or more than one million men and women, lack health care coverage, a rate 50 percent higher than that of the nation as a whole. By generating independent information on the city's health care system, the program aims to help public and private sector leaders understand changes under way and craft solutions that will assure access to health care in years to come. The Fund's 1997 Survey of Health Care in New York City documented that uninsured residents often lack access to a regular doctor. As a result, they may rely on hospital emergency departments, rather than more appropriate sources of primary care, as an entry point into the health care system. To gauge the impact of systemwide changes, John Billings, at New York University, is analyzing the use of emergency departments over time to determine if access to care for uninsured New Yorkers is worsening. Changes in the city's health care environment are also being analyzed in a multiyear project led by the United Hospital Fund (UHF). In late 1999, the city began implementing what will ultimately be the largest mandatory Medicaid managed care program in the nation.
