Write-on Competition for 2004-2005 Academic Year Each year, MLP publishes 1 -3 editions filled with media related articles that explore and explain the most current trends and news in the media and entertainment industries. The competition will require participants to demonstrate their writing and substantive legal skills by drafting a short paper on a media or telecommunications subject to be determined by the E-Board.
We will also send a school wide e-mail to all student e-mail accounts - so please be sure to check your school account! Participants will be required to complete and submit their response by hand or by mail. If chosen to participate, students will receive 2 academic credits upon satisfying the MLP seminar requirement.

Library/Media T
he Library Program in the William Floyd School District is central to the teaching/learning process. Our major goal is to integrate library resources and activities into the district-wide curriculum. The library program is one of the vehicles carrying our students through all the stages of learning tasks, from conceptualization and definition, through to the end result where projects are effectively completed and evaluated. Library access is not limited to a schedule in either the elementary or secondary program. Each school has a full time certified library media specialist to ensure that students' experiences in a world of information, research and literature are as successful as they can possibly be any time any day. Whole class visits are scheduled by the librarian and classroom teacher working in tandem planning and preparing an integrated lesson. Both professionals are present throughout the lesson and act as facilitators for our students to showcase themselves as learners in our school library media centers.
An abundance of information is readily available in the William Floyd School District's eight libraries. The learner quickly becomes engaged in critical thinking skills in determining the range of possible sources, accessing them, evaluating them, extracting the best information from sources chosen after in-depth examination and sorting, and organizing that information in a manner that demonstrates the best and most appropriate synthesis.

Institute of Environmental Medicine Founded in 1947, the Department of Environmental Medicine at New York University School of Medicine is one of the nation's oldest and foremost centers for research into the health effects of environmental pollution. The Department of Environmental Medicine is both a department in the NYU School of Medicine and an institute within NYU Medical Center . It has two major research and teaching facilities: one on the Medical Center's Manhattan campus, and the other in Tuxedo (Sterling Forest), New York, about 50 miles northwest of the city. Its faculty has expertise in a wide range of environmental problems . The Sterling Forest facilities (shown in the photo above) encompass about 72,000 square feet of lab, teaching, and office space. Its in-house research equipment includes one of the largest inhalation facilities in the country, a whole-body radiation counter, and many other state-of-the-art instruments. Each student in our elementary school is scheduled to come to the Library Media Center for a forty minute class every six days. The emphasis in kindergarten, first and second grade classes is on providing a rich background of quality reading materials. Nursery rhymes, poetry, picture books, series and classic tales give a foundation of literature for future years. In third, fourth, and fifth grades, skills in the use of specific resource materials and electronic sources are taught. Sixth graders are given more independent research assignments and explore different themes in literature that relate to the cirriculum. The students and their families are also involved in a reading partnership program called Parents As Reading Partners or PARP.
Circulation of Media Center resources is done electronically using the Mandarin Automated Library System. The Media Center resources are supplemented by other materials readily available on request through Interlibrary Loan and the BOCES Media Center. An Internet connection gives patrons the ability to research curriculum concerns, answer "tricky" questions and have a window to the world at their fingertips. During class time in the Library Media Center, students have the opportunity to borrow books, use computer programs, browse in the available magazines and newspapers, or access the Internet (with permission). Most importantly, Walbran students have a wonderful opportunity to expand their horizons and follow their interests by making use of the resources of their Library Media Center.

THE PROGRAM:
The Palmer School offers an accredited Master's in Library and Information Science degree program that prepares students for initial New York State Certification as School Library Media Specialists. After two years of successful employment in the field, professional certification can be requested from New York State. These specialists are prepared to:
  • initiate and sustain a leadership role for learning-based technologies and the integration of knowledge across the curriculum
  • facilitate partnerships within schools, school districts and the community at large for improved communications and educational services
  • maintain an awareness of school and community cultures and develop new services accordingly
  • develop and implement management strategies that remain adaptive to changing educational aims
CAREERS: There is a critical need for well-prepared School Library Media Specialists in the tri-state area people who enjoy working with students, teacher and administrators. The increasing capabilities of information technology have catapulted the role of school library media specialist from a supporting role to that of a leader, change agent and teacher to teachers, ensuring that students and staff are effective users of ideas and information.

AN ACT
To amend the Communications Act of 1934 to improve the protection of consumers against `slamming' by telecommunications carriers, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Anti-slamming Amendments Act'.
TITLE ISLAMMING SEC. 101. IMPROVED PROTECTION FOR CONSUMERS. (a) VERIFICATION OF AUTHORIZATION- Subsection (a) of section 258 of the Communications Act of 1934 (47 U.S.C. 258) is amended to read as follows: (a) PROHIBITION- (1) IN GENERAL- No telecommunications carrier or reseller of telecommunications services shall submit or execute a change in a subscriber's selection of a provider of telephone exchange service or telephone toll service except in accordance with this section and such verification procedures as the Commission shall prescribe. (2) VERIFICATION- (A) IN GENERAL- In order to verify a subscriber's selection of a telephone exchange service or telephone toll service provider under this section, the telecommunications carrier or reseller shall, at a minimum, require the subscriber (i) to affirm that the subscriber is authorized to select the provider of that service for the telephone number in question;
