The Long and Winding Cyberhoax: Political Theater on the Web
By THE NEW YORK TIMES T'S well known that some regions of cyberspace — Internet chat rooms, for instance — are rife with poseurs and imaginary characters. But the World Wide Web is also a breeding ground for more elaborate deceptions, as demonstrated by the following cautionary tale about gall and gullibility in the information age. The story begins with www.gatt.org, which looks at first glance like an official Web site of the World Trade Organization, the five-year-old Switzerland-based successor to the organization that oversaw the General Agreement on Tariffs and Trade. Unfortunately for the organizers of an October legal seminar on international trade in Salzburg, Austria, a glance was all they gave it before clicking on the "contact" link and sending a speaking invitation to Mike Moore, the W.T.O.'s director-general. Big mistake: it turns out the site is run by the Yes Men, a loose-knit group of anti-free-trade activists that views hoaxes as a legitimate weapon of protest.

Geography Explained New York State, Labor Market Regions, Metropolitan Areas, and Counties
New York State consists of 62 counties. Counties are the building blocks used to build progressively larger geographic areas for which labor market statistics are reported. These larger areas include metropolitan areas (MAs) and labor market regions (LMRs). If the population of a metropolitan area is more than 1 million it may be defined as a Consolidated Metropolitan Statistical Area (CMSA). A CMSA is composed of separate component areas called Primary Metropolitan Statistical Area (PMSA). There are four PMSAs in New York State for which detailed labor market information is available (see list below). All four of these areas are part of the much larger New York-Northern New Jersey-Connecticut CMSA. Labor market regions correspond to ten geographic areas of the state, which are defined by the New York State of Labor, each of which is served by a Department of Labor regional analyst. For a list of New York State LMRs and their component counties, see below. To contact the regional analyst in your area, click

These regions are cultural units rather than governmental units formed by history and geography and shaped by the economics, literature and folkways that all the parts of a region share. What makes one region different from another? A region's multicultural heritage as well as distinct demographic characteristics like age and occupation make regions different and special. Within several regions, language is used differently and there are strong dialects. There are also differences in outlook and attitude based on geography. America's first college, Harvard, was founded at Cambridge, Massachusetts in 1636. Without, however, large expanses of rich farmland or a mild climate, generations of exasperated New England farmers declared that the chief product of their land was stones. By 1750, many settlers had turned from farming to other pursuits. In their business dealings, New Englanders gained a reputation for hard work, shrewdness, thrift, and ingenuity.

New York's southeasternmost county, Suffolk, occupies the eastern end of Long Island, and comprises over 900 square miles of terrestrial and marine environments. Three of Suffolk County's ten townships are host to the 100,000+ acre, New York State designated region known as the Central Pine Barrens. (Left: A spring "fiddlehead" - a common name for any emerging fern frond - pokes above the forest floor at The Nature Conservancy's Sagg Swamp Preserve on the South Fork of Long Island. A rich concoction of terrestrial and aquatic ecosystems, interconnected surface and ground waters, recreational niches, historic locales, farmlands, and residential communities, this region contains the largest remnant of a forest thought to have once encompassed over a quarter million acres on Long Island. The Central Pine Barrens overlies one portion of Long Island's federally designated sole source aquifer for drinking water.

WHAT IS THE AMBER PLAN? The AMBER Alert System began in 1996 when Dallas-Fort Worth broadcasters teamed up with local police to develop an early warning system to help find abducted children. AMBER stands for America's Missing: Broadcast Emergency Response and was created as a legacy to 9-year old Amber Hagerman, who was kidnapped while riding her bicycle in Arlington, Texas, and then brutally murdered. Other states and communities soon instituted similar plans as the idea was adopted across the nation. Modeled after the Texas program, the New York State AMBER Alert Plan is a voluntary partnership between law enforcement, broadcasters and others to immediately involve the public, especially motorists, in the search for an abducted child. Investigating agencies submit information directly to the New York State Police Communications Section (COMSEC) in Albany. In turn, through use of the statewide Emergency Alert System (EAS) and other systems capable of rapidly disseminating information, details are sent to broadcasters and law enforcement agencies in the area of the abduction. Details may include descriptions of the child, abductor and/or involved automobiles. They can be seen or heard on:
