HUNGER AND THE ELDERLY
Individuals aged 60 and older are one of the most vulnerable populations affected by hunger. In New York State, it is estimated that one out of every four elderly New Yorkers living at home is considered nutritionally at risk. This translates to a staggering 728,000 New Yorkers aged 60 or older at risk of malnutrition. Data on a national level equally demonstrate astonishingly high levels of hunger among the elderly. In a GAO report (August 2000) almost 2 million households aged 60 or older indicated that they either did not have enough of the right types of food needed to maintain their health or simply did not have enough to eat. Good health is closely linked to diet. When an elderly person reduces food intake due to health problems or financial restrictions, they in fact risk their ability to maintain independent, healthy lifestyles. Nutrition assistance programs are available under the Older Americans Act to reduce hunger for the elderly. More can be done to promote the nutrition assistance services available. The Food Stamp Program through the USDA is the primary, federal nutrition assistance program for low-income elderly New Yorkers that is always available for those who are eligible. Unfortunately, it is estimated only 17% of eligible seniors in upstate New York are enrolled in the Food Stamp Program.

Women, Infants, and Children (WIC) 2002 - 2003: A fact sheet for New York State Children's healthy development depends in large part upon the first few years of life. Malnutrition during the fetal stage or early childhood can cause serious damage to a child's physical and mental well-being. Low birth weight increases a child's risk of mental retardation, physical handicaps, illnesses, and infant mortality. The Women, Infants, and Children (WIC) Program is designed to improve nutrition among pregnant and post-partum women and young children. In New York State, the program is run through the New York State Department of Health. What services are provided? What is WIC's track record? The U.S. Department of Agriculture reports that WIC has been proven to:
  • Reduce the incidence of very low birth weight babies by 44%. Return an estimated of $3.50 in savings in federal, state, local and private health care costs for every $1 spent on WIC. Improve children's diets Contribute to a decline in the national rate of iron deficiency anemia Increase the number of mothers who choose breast-feeding Improve immunization rates for children Improve children's cognitive development Improve mothers' nutritional status and obesity rates during and after pregnancy, and into subsequent pregnancies

Nutritional Health of Elderly New Yorkers
Elderly Nutrition Program and Services
The New York State Office for the Aging administers the Nutrition Program for the Elderly (NPE) under Title III-C of the Older Americans Act and the state funded Supplemental Nutrition Assistance Program.
The NPE provides a mid-day meal, 5 or more days per week, to older persons (age 60+) at congregate nutrition sites or delivered to their homes. Other NPE services include nutrition education, nutrition counseling, shopping assistance and transportation.
Besides a nutritious meal, congregate nutrition sites provide social interaction and access to other services including health screening, financial counseling, nutrition and health education, and recreational activities.
Home delivered meals (HDMs) are appropriate for those individuals assessed as homebound, unable to prepare meals, and lacking other support for meals. One or two meals five or more days a week may be indicated when other support is not available. HDMs are a vital component of in-home supportive services designed to delay or prevent inappropriate institutional care.
Nutrition education programs are presented to congregate nutrition participants, and nutrition education information is provided to HDM participants. The goal of nutrition education activities is to improve eating habits by aiding participants to make informed food purchasing choices and to develop positive attitudes towards good nutrition.

Introduction
This section of the application covers the basic requirements and procedures to follow in applying for certification as a Dietitian-Nutritionist in New York State. Article 157 of New York State Education Law is a title protection law. Any use of the titles "Certified Dietitian," "Certified Nutritionist", or "Certified Dietitian-Nutritionist" within New York State requires certification by the New York State Education Department.
General Requirements
To be certified as a Dietitian-Nutritionist in New York State you must:
  • be at least 18 years of age meet education, examination, and experience requirements
Send the application for certification, along with the appropriate fee and all other applicable forms in this packet to the Office of the Professions of the New York State Education Department. It is your responsibility to follow up with anyone you have asked to send us material.

Kids in the Kitchen is a unique program that puts kids in control. Kids from all over Western New York come to the test kitchen at the Food Bank to learn about cooking and healthy eating. Guided by Cornell Cooperative Extension [a program of Eat Smart New York] or the Food Bank nutritionist, kids get a chance to understand how their eating habits affect their health. They learn how to prepare simple snacks and meals [many of the recipes use products available at the Food Bank] and how to choose foods wisely to benefit their health. Groups of up to 15 can participate and the lessons are adapted to meet the group's ages and needs. The program uses the commercial kitchen equipment available to the Food Bank. Recipes are made with simple, everyday ingredients that would be found in most homes. The class stresses basic cooking, nutrition and food safety skills that the kids can apply to their own lives.
