    Standards: Graduation Requirements: Assessments: While traditional assessment techniques such as standardized tests can help provide an indication of student mastery over specific content, they are far less effective at measuring such complex skills as critical thinking, aesthetic perception, or cross-disciplinary understanding. To measure the broader impact of arts in education, alternative assessment strategies need to be explored. Two such strategies that Lincoln Center Institute has successfully employed in its work with educators and children are portfolio assessment and the Aesthetic Learning Interview, a method for eliciting student responses to a given work of art that helps indicate their perceptual and conceptual abilities. Curricular Frameworks: To capture Lincoln Center Institute's constructivist approach to education requires a new kind of curriculum framework—one that focuses on process, encourages the active participation of learners, and engages teachers in creating curricula responsive to the specific needs and interests of their students. The Institute's curriculum framework is designed to help educators explore a work of art, discover ways to gain access to it, and construct experiential encounters for their students that illuminate the work.

    SURCHARGES
    Surcharges, such as the Universal Connectivity Charge, are authorized by and under the jurisdiction of the Federal Communications Commission (FCC) and are used by long distance companies to recover the costs of funding universal service. The FCC has directed long distance companies to explain the charge to their customers. The Universal Connectivity charge is a percent surcharge (usually between 4%-6%) on a customer's interstate and international billings.
    THE UNIVERSAL SERVICE FUND
    Upon passing the Telecommunications Act of 1996, Congress required that a discount program be established for telecommunications services for schools and libraries. Further, Congress required that this discount be funded from long distance services contributing to a universal service fund.

    May 25 - 27 at CeBIT America TECH CORPS® , a national nonprofit that brings volunteers and resources to K-12 schools in support of their technology efforts, will host a Technology in Education program at CeBIT America. The Education Program is designed to provide professional development and training for New York City educators while showcasing how students are being prepared to be highly skilled members of today's workforce. CeBIT America attendees will be informed of the technology programs available through TECH CORPS and the New York City Department of Education. ACTIVITIES:
    Keynote Presentation:
    The Technology in Education Program will begin with a keynote presentation by a Senior Superintendent from the New York City Department of Education and recognition of the technology programs which are incorporated into the Department's program of instruction. New York City Department of Education: The New York City Department of Education has been implementing a Robotics program at the High School and Middle School level through participation in NYC FIRST. Several of the high schools will be exhibiting their Robotic programs and demonstrating how they integrate science and technology to solve real-world problems. These teams will also engage in a mock FIRST™ Robotics competition on the show floor. The demonstrations will be repeated several times over the course of the event with the students and their instructors available to describe the integration of academic courses and technology education.

    The Safe Schools Against Violence in Education Act (Project SAVE) was signed into law in July 2000, culminating NYSUT's efforts over the past five years to improve school safety in response to the rise of violence in our schools. This legislation affords teachers and other school personnel greater opportunities to be involved in the development of school district policies and procedures concerning safe schools. Following is a summary of the major provisions of this legislation. Highlights of Project SAVE
    • Penalties for assaults by any individual on a teacher or school employee or by any non-student on a student are raised from a misdemeanor to a Class D felony.
