Starting Points
State and Community Partnerships for Young Children
In 1996 Carnegie Corporation of New York awarded two-year grants totaling more than $3 million to sixteen states and cities participating in a new grants program called Starting Points State and Community Partnerships for Young Children. The grants will expand the Corporation's efforts to stimulate reform in policies and programs and to mobilize community action based on the recommendations of Starting Points: Meeting the Needs of Our Youngest Children , a Carnegie task force report. Starting Points highlighted the critical importance of the first three years of life for subsequent healthy development. It documented the "quiet crisis" that young children face todayincluding low prenatal care and immunization rates, the rising incidence of child abuse and neglect, and disturbing trends in family stability. Program Overview - A discussion of the report's findings and the program's goals. City/State Projects - Profiles of participating sites and coordinating organizations, the program focus, major program components, and contacts. Baltimore - Baltimore City Healthy Start Inc.
