Recommendations for Implementation Program should focus on supporting healthy families not on pressuring couples to maintain a marriage. Healthy Family Program outcomes should not be based on the status of the relationship, i.e. they should focus on whether the family is “healthy,” not whether it is a legally sanctioned “marriage.” Individual choice within the relationship must be respected at all times. New York State should ensure that healthy family program models that are developed are minimally intrusive to families. Individuals should be able to opt out of marriage/healthy family programs. Program participants should not receive monetary rewards or sanctions.

A FPBP is a New York State Medicaid program that provides family planning benefits to men and women ages 10-64 with family incomes up to 200% of the federal poverty level. For example, a single person (with no children) applying on his or her own can make up to nearly $18,000/year to qualify for FPBP. However, in determining whether someone qualifies for this program, we also take child care, child support, and health care insurance payments into consideration. School District 3 in New York City is a wonderful mosaic of people and programs. The district features parent involvement activities that address parent/child learning activities, parent education, parents as decision makers, and parents as advocates. It took five years and a charismatic leader with a long range plan to make the program work. Keys to success include an approach that emphasizes vertical integration with the home, school, social service agencies, cultural centers, and other resources within the larger community; horizontal integration among and between schools and programs that is developmental in nature, recognizing that as children and families mature, their needs change; and individualization of programs, emphasizing knowledge of individual parents and meeting individual and group needs. "The more parent involvement there is, the more teachers are aware of parents and what they are really like...They were just imagining (negative) relationships when there were not any at all."

Pataki proposed, and the Legislature enacted, important legislation that has increased the availability of comprehensive health insurance coverage for New York’s uninsured workers and their families. The Health Care Reform Act of 2000 introduced a program entitled "Healthy NY" which promotes access to quality health care by providing comprehensive health insurance to those citizens who need it most. Healthy NY is a unique program designed to encourage small employers to offer health insurance coverage to their employees, dependents, and other qualified individuals. It creates standardized health insurance benefit packages to be offered by all health maintenance organizations that are made more affordable through State sponsorship, so that more uninsured small employers and uninsured employed individuals should be able to purchase health insurance coverage.

If you are unable to work, can't find a job, or you job does not pay enough, TA may be able to help you pay for your expenses. Q. - How do I apply for Temporary Assistance? If you live outside of New York City, call or visit your local department of social services in the county where you live and ask for an application package. If you live in New York City, call or visit you local Income Support (Welfare) Center, or Job Center. You must fill out the application form and turn it in. Chapter 5. Financial Assistance for Health Coverage
Help is available to certain low-income residents of New York who cannot afford to buy health insurance. Medicaid and Child Health Plus offer free or subsidized health insurance coverage, direct medical services or other help. This chapter provides summary information about these programs and contact information for further assistance.
Medicaid
Families who get cash benefits from TANF (also known as the Family Assistance Program or FAP) can get Medicaid. Parents should know that when you get a job and your TANF benefits end, you generally can stay on Medicaid for a 12-month transitional period. Continuous Medicaid coverage for children (up to the age of 19) is provided for 12 months following eligibility determination regardless of any changes in income or circumstances Very poor elderly or disabled people who get Supplemental Security Income (SSI ) benefits can also qualify for Medicaid Disabled individuals should know that if your income earned from a job increases so that you no longer qualify for SSI, you may be able to continue your Medicaid coverage at least for a limited time.
