Are you interested in starting a Day Care Program?
The Office of Children and Family Services also provides support for people and organizations that are interested in starting day care programs in their communities. As a general rule, any day care program planning to serve three or more children for more than three hours a day on a regular basis must obtain a license or registration certificate. To obtain this certificate, the applicant must show that the day care program meets requirements that the state has established to help ensure the health and safety of children in care. The Office maintains a network of Regional Offices that can provide you with application materials, information about the process of starting a program, and help with understanding the legal requirements.

    We call our program "PROMISE" (Return to top.)
    Promise addresses, and works to correct, severe deficits in emotional and language development, behavior control and learning skills of selected preschool children, ages two through five. It is intended to replicate successful models and initiatives offered in other parts of the country which use an Applied Behavior Analysis (or ABA) treatment protocol. This treatment program for Autism is research-based, and shows a recovery rate of over 40 percent. "Promise" will provide health and education interventions intended to significantly advance the potential of these children to attend a regular school classroom. The goal of "Promise" is to transition children into regular education settings, and therefore not require extensive ( and costly ) special education services in the future. Planning for the local United Cerebral Palsy "Promise" Program began in response to a parent request for more focused services for their autistic child. Further meetings with members of the Central New York Autism Family Support Group, other parents, school districts, local agencies, and related practitioners further illustrated community interest and need with respect to the program concept. No other service offering this level of intensity of therapeutic and educational interventions is available in the Mohawk Valley.

The Council on Children and Families, which was formed by state statute, ensures the coordination of 13 state health, education, and human services agencies and, since 1992, has focused its operating framework around the principles and practices of family support.
