    Hyatt Regency on Capitol Hill
NCSL's 2002 Fall Forum will be critical and exciting in several respects. It will mark the transition from the old to the new committee structure-and will give participants plenty of opportunity to learn more about the new committees and help shape their planning for the coming year. The meeting also will occur just weeks before the beginning of most state legislative sessions and of the new 108 th Congress. The Fall Forum will look ahead to the issues that will dominate the agendas for state legislatures and Congress in 2003. It will also give legislators and staff the latest information on recently passed federal initiatives that they will need to implement in the coming months. Wednesday, December 11

Organizations Supporting Staff Development:
Many of the United States provide some form of intermediate service centers to support educators who are working on state reform initiatives. In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.
In some countries, like Canada, the assistance for school improvement comes from provincial "ministries" of education. In other countries, like Singapore and Great Britain, the Ministry of Education is for the whole nation.

The Department of Educational Studies is committed to excellence in research and teaching, and sees the two as mutually supportive. At the core of these is the advancement of knowledge and learning - for staff and students alike. In research terms, the department focuses substantively on science education; primary education; and language and citizenship education. Although its research focus is largely on the school curriculum (including mathematics education), it also has interests in initial and continuing professional development of teachers, international and comparative education, gender issues and ICT in education. The department also has expertise in qualitative research methodology and increasing experience in systematic research reviewing. Recent research grant success. It provides education courses at both undergraduate and postgraduate level, including Masters and doctoral programmes. The department also provides a Postgraduate Certificate in Education programme and enjoys working partnership with LEAs and schools. Staff work closely with teachers on school-linked research and development activities. The department interprets the study of education widely. It is not concerned solely with schools and children, but with many other aspects of learning and personal development. We feel that the study of Education provides an opportunity for students to broaden the basis of their studies as well as to engage in furthering their knowledge and understanding of the wide range of approaches to Education which are available. Education is a transformative personal, social and political activity: one which we are committed to improving and investigating for the benefit of its learners. We believe education is a public good and that it contributes to personal, national and international well-being.

In 2003, we collaborated on a larger scale with the Ithaca City School District's (ICSD) Director of Staff Development, Kim Fontana, and the Science Chair, Nancy Ridenour to present to 140 K-5 teachers at Superintendent's conference day, The Kit and Beyond. Graduate students team-taught with an elementary school teacher the following units:
    • Kindergarten: water play First grade: properties Second grade: interactions Third grade: systems Fourth grade: electrical circuits
The graduate students worked with teachers to modify the existing materials and lessons to meet the New York State Standards. We are in the process of following up with the ICSD on reviewing the evaluations. "I saw many energized teachers with smiles on their faces, actively involved in science. Each session was different in its balance between teacher and grad student focus, but they all worked as I passed from one to another."
