In the framework of school Comprehensive Educational Plans, CAL teams promote engaging, standards-based, multi-disciplinary activities that enhance teaching and learning for adolescents. Deadline Applications must be received by May 9, 2003. Awards and Duration Eight schools will receive awards of up to $15,000 for a two-year period. Who Can Apply With appropriate approvals, New York City public schools that contain a 7th grade may apply. Spring Term 2003 The Role of Education in Development Course Description: Investment in education has long been seen as a key factor in development, linked to economic growth, poverty reduction, improvements in health, and an information revolution. Yet persistent social inequalities and economic crises along with the equity and quality problems associated with decades of educational expansion and reform have caused questions to be raised about this view. This course examines the theoretical and empirical arguments surrounding these debates, in particular, those concerning the relation of education to growth, poverty, inequality, development, globalization, and other key issues. The course looks at the roles of various actors in the education and development process, including national governments, international financial institutions and agencies, NGOs, and other civil society organizations. How issues of gender, race, and class impact on the issues above will be considered throughout the course. The aim of the course is to foster a critical understanding of these issues and their implications for education and development policy and practice. Course Requirements and Grading Regular class attendance, informed participation, and reading prior to class are expected. Additional project and group work will also be expected at times during the semester.

    Steve Lombard, Prevention Education Specialist The Prevention Program has been with WSWHE BOCES since 1988. Over the years it has grown and now provides services to public schools in the areas of substance abuse prevention, violence prevention, peer mediation, and group building. The Prevention Program receives a variety of grants that offset the cost of some programs in Warren and Washington Counties. The funds are provided by NYS OASAS, Warren County STOP-DWI, Washington County STOP-DWI, and Youth-at-Risk. These grants are designated to reduce the per diem cost of all programs in Warren and Washington Counties, except for family life education.

    The Internet is rapidly evolving into a global medium (Thompson, ). As more schools and universities from around the world enter this marketplace, educational services will be offered increasingly across international borders. The prospect is alluring. Students studying Spanish in San Francisco will be able to learn from an instructor living in Madrid. Historians interested in the Incan empire will be able to correspond with Peruvian professors working in Cuzco. Prospective entrepreneurs in Moscow will be able to study under economics professors based at Stanford or Harvard. What are the implications of transnational education, where the instructor is in one nation and the students are in another? And in particular, what issues will transnational educators face in the day-to-day conduct of their enterprise? This article surveys a number of these issues and points to the impact they will have on distance learning policy. Language One obvious issue is language. Monolingual students living in North America will not be able to converse in Spanish, Incan, or Greek. And professors living in those nations are unlikely to be fluent in English, even if it is the
