The LEAH 2004 Convention "The Lord Preserves the Faithful" will be held on June 3-5, 2004 at the State Fairgrounds in Syracuse. To celebrate our twentieth anniversary, we have a great lineup of speakers, including a concert by John Elliot, and we are introducing a special track for teenagers. Online registration is now closed, but you can still register at the door. Homeschool Rally in Albany a success!
A big thanks to the over one thousand homeschoolers who attended and made the rally a success! Assemblyman Weisenberg, Senator Robach, Senator Hoffmann, and Senator Kuhl all spoke about how important homeschooling issues are to them. The rally is our most significant means of making our voices heard and homeschoolers came through!

Regulation of home education in New York State falls under the jurisdiction of the State Education Department, the Commissioner of Education, and the Board of Regents. In 1988 the Commissioner's Regulations were amended with section FAQ ) after a series of court battles contesting the legality of home education.     The New York State Teacher Certification Examinations (NYSTCE®) address New York Education Law and Commissioner's Regulations, which require prospective New York State teachers to pass designated tests as a requirement for receiving state certification.     DELIVERY AND CLERICAL EMPLOYMENT IN FACTORY OFFICES AND SERVICE STORES
    Although no minor under 16 may work in a factory workroom, 14 or 15 year-olds may work in delivery and clerical jobs in a factory office that is enclosed and separate from the place where manufacturing is carried on. The office must have a partition at least seven feet high, and must have an entrance that will permit the minors to enter or leave the office without passing through the factory workroom. A minor 14 or 15 year old also may work in a delivery or clerical job in a dry cleaning store, tailor shop, shoe repair shop, laundry store, hat cleaning store, and similar service stores, but he or she is not permitted to work in proximity to dangerous machinery, equipment, or process.* * Federal law requires that any delivery work for retail stores, which is performed by 14- and 15- year-olds be made on foot, by bicycle, or via bus. It also forbids them from working in a place where processing (such as laundering or dry cleaning) takes place.

    Licenses and permits from federal, state and local governments give individuals, corporations and partnerships the authority to carry on specific business activities. Many businesses are subject to licensing by one unit of government or another. Retail shops, taxi and moving services, theaters, bowling alleys, restaurants, plumbing and electrical contractors, auction houses and riding academies are just a few of the many diverse businesses covered by government regulations. In New York there are 36 State permitting agencies with over 1,200 permits. For assistance with the full scope of State permitting requirements, the New York State Governor's Office of Regulatory Reform (GORR) helps new and expanding business with New York State permits and licenses. The staff of skilled permit coordinators, backed by a computerized permit information system, can give you comprehensive information on all State permits and licenses.     Annually, New York University informs students of their rights under the Family Educational Rights and Privacy Act (FERPA) and the regulations relating to FERPA promulgated by the Department of Education. Together, FERPA and the FERPA regulations provide that:
    (a) each student has a right to inspect and review his or her education records.
    (b) each student may request that such a record be amended if he or she believes that it is inaccurate, misleading or otherwise in violation of his or her privacy rights.
    (c) the University will obtain the student's written consent prior to disclosing personally identifiable information about the student from his or her education records unless such consent is not required by FERPA and the FERPA regulations.
