A Large Urban School District Gives Parents a Place of Their Own

Overview
Context
Buffalo Public Schools is a large urban school district that serves about 48,000 children from birth through grade twelve. Fifty-three percent of the district's students are African American, 34 percent are white, 10 percent are Hispanic, and 3 percent are American Indian or Asian. Fifty-nine percent of its students qualify for the federal free or reduced price lunch program. The parent center operates year-round, except for school holidays. During the school year the center is open from 8 a.m. to 8 p.m.; it closes one half-hour earlier during the summer. The center's Even Start Family Literacy program serves the same group of families for an entire calendar year; all other programs operate on a semester basis. Activities take place within one of three daily sessions: morning, afternoon, or evening. During morning sessions parents with young children engage in developmentally appropriate learning activities and parenting skills training. In the afternoon and evening sessions, families with older children take parent and child computer courses, and participate in tutoring and homework sessions or nonacademic classes such as art, aerobics, and music. Evenings are the busiest time, with 25 to 40 families attending the center. The center employs about 30 staff members, including 7 specialists in adult and early childhood education, 3 home liaisons employed by the Even Start program, a full-time computer teacher, and teachers from the public school system who serve as mathematics, reading, and language specialists.

New York Consortium for Worker Education The national welfare-to-work bill removed more than a million New Yorkers from income maintenance. It was natural then that New York's Consortium for Worker Education became involved in welfare-to-work initiatives. A nonprofit organization created by the union movement and funded by public sources, the Consortium has a long history of workforce training and development. More than 36 international unions participate in the Consortium, representing most of the major unions in the New York area. The Consortium's initial effort with welfare-to-work was designed to address two problems: welfare mothers in the New York area needed jobs, and they needed child care to get and keep jobs. The Right to Education in New York City
CESR works with policy and community groups to integrate a human rights perspective into education advocacy in New York City public schools. The international human rights framework recognizes that every child has the human right to a quality education. This right is codified in international treaties and declarations such as the Universal Declaration of Human Rights and the Convention on the Rights of the Child. The human rights framework requires governments to fulfill the basic learning needs of every child, providing them with the skills necessary to participate fully in society and the knowledge to develop as a human being. The Right to Education Project emphasizes the need to strengthen parent and community participation in the management and oversight of the school system in order to strengthen government accountability for providing a quality education.

Decades of dramatically increasing costs, in both good economic times and bad, are threatening to push the dream of college out of reach for millions of students and families. Led by 21st Century Competitiveness Subcommittee Chairman Howard P. "Buck" McKeon, Republicans on the Education & the Workforce Committee have pledged to hold colleges accountable for these dramatic increases to help keep college affordable. In the coming months, through reauthorization of the Higher Education Act, the Committee will work to add new sunshine and transparency to our nation's higher education system. Legislation will be offered to provide the consumers of higher education students and parents with accessible and easily-understandable information, allowing them to better exercise freedom in the marketplace of higher education. (NEW PALS) for Quality Mathematics, Science, and Technology (SMT)
Education in Selected Communities
With support from the National Science Foundation, the QEM Network piloted the NEW PALS initiative in ten communities from September 1999-April 2003. NEW PALS built on both current and past QEM programs in selected sites. Seven of these sites are public housing communities located near college campuses on which community service centers (CSCs) have been established to link the resources of the institutions to the educational needs of the residents, while the remaining three communities are part of a General Electric (GE) Fund-QEM partnership.
Cleveland, Ohio; and Florence, South Carolina. Through NEW PALS, a core group of parents at each site has been trained and offered support to encourage them to become: stronger participants in the provision of quality science, mathematics, and technology (SMT) education for their children; and more informed advocates of quality education in their local schools. Efforts focused on (1) the design and implementation of a community-based institute at each location that offered parents a range of educational, training, and leadership development activities-tied to the educational level of their children; and (2) the creation and maintenance of an information and support network of educational resources available to parents electronically, via QEM's Website, an 800 number, and in printed form. An abbreviated version of this project is taking place in four public housing communities in Jacksonville, Florida, with support from the Doval County Public Schools.

    Activities The mission of the New York Coalition for Alternatives to Pesticides (NYCAP) is to eliminate the use of hazardous chemicals through education and outreach. NYCAP seeks to improve public and environmental health by promoting the use of safer alternatives to pesticides, cleaning supplies and other chemicals, by advocating for the reduction of risks in the manufacture, transportation, use and disposal of toxic chemicals and by campaigning for environmentally sound public policy.
    NYCAP is committed to the elimination of pesticide hazards. NYCAP has two fundamental goals. First, to provide the information people need to fully assess the risks posed by pesticide use. Second, to offer real alternatives, such as local sources for organic food, techniques for safe pest control, training for workplace pesticide reduction, plans of action for local organizing, or advice on effective grassroots lobbying.     Tips for Teachers
    The recent tragic events are not easy to discuss with students, no matter what grade they may be in. We offer the following suggestions:
    • Listen carefully and be honest. Talk openly with your students about the tragic events with clear, age-appropriate information.
    • Avoid rumors and misconceptions. First talk with other teachers in the school and your principal about what factual information to provide.
    • Give your students the opportunity to gently face the reality of what has occurred. Include plenty of time during the day for class discussions in which the children can express their emotions and ask questions.
