This is a selective guide to resources at Columbia University Libraries and on the Internet, for locating the official publications and documents of New York City and its agencies. Publications by and about New York City and its agencies can be found in several libraries, primarily Lehman, Business, and Butler. Check CLIO by title, subject, or issuing agency name to locate them.
There are several other library guides which have New York City as their focus: Access Restrictions : available to current Columbia faculty, staff and students only.
General Information on New York City Documents:
Print and Microfiche
Publications issued by the various departments and agencies of the City of New York are notoriously difficult to locate and obtain, since there is no one central distribution point for such documents. The only comprehensive source for New York City publications is the City Hall Library , formerly known as the Municipal Reference and Research Center. City Hall Library is the only depository for official New York City publications.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. We recommend visiting the sites for both your state of residence and for the states of the colleges to which you are applying. A B C D ...

"The six bodies that grant accreditation to colleges and universities in the United States are near agreement on guidelines for evaluating distance education that differ from traditional accrediting standards by focusing on how much students learn. If enacted, the regional accrediting agencies would use the guidelines to set standards for granting accreditation to distance-education programs and institutions."
The Chronicle of Higher Education
Accrediting Groups Issue Recommendations for Distance-Education Programs
"Representatives of the six U.S. regional accrediting bodies have finalized a set of recommendations for building and evaluating online-education programs. But the recommendations won't become accreditation standards, says Charles M. Cook, the director of the New England Association of Schools and Colleges' Commission on Institutions of Higher Education. 'We've always considered them testimonials, not a new set of standards,' he says. 'It's always been the local regions' option of how to adopt them.'"
