Critical Issue:
Establishing Collaboratives and Partnerships
ISSUE: A principal who functions within this broader context possesses the mobilization and advocacy skills of a community organizer, advocating for the school as a provider of child- and family- centered educational and social services (Comer, 1988; Ascher, 1990). The principal provides leadership in forging partnerships with churches, health and human service agencies, and other youth agencies (Nettles, 1991) and sees the school and its principal as leaders in community revitalization. OVERVIEW: Students who are at risk often receive services and help from a variety of agencies. Frequently, these agencies provide fragmented services with little coordination or communication between them, even though such contact could help improve services for the student. Agencies often do not know what other service providers are doing, what services are already being provided, or what information is already available to help understand a student's needs. In many schools across the country, leaders are helping develop collaboration between schools and other agencies and

    A Brief History...
In 1994, four New York City library organizations joined forces to establish a single website to provide end-users a place on the World Wide Web to reach reliable consumer health information. The organizations: The City University of New York Office of Library Services (CUNY); the Metropolitan New York Library Council (METRO); The New York Academy of Medicine Library (NYAM); and The New York Public Library (NYPL) - later joined by the Queens Borough Public Library and the Brooklyn Public Library - had as a goal the development of a website which would provide health care information easily accessible and understandable to the layperson. The result was NOAH: New York Online Access to Health NOAH began in October 1994 as a demonstration project partially funded by the U. S. Department of Commerce, Telecommunications and Information Infrastructure Assistance Program (TIIAP). The original partner library agencies sponsoring the Web site contributed funds and expertise. The united efforts combined the resources of various types of libraries with health agencies in an effort to offer health information at public-access computers in public locations.
