Despite top rank, New York keeps preparing
September 11 rescue efforts succeeded in saving some 25,000 lives. By Dave Siff CNN (CNN) Profound lessons were learned on September 11 about the extent to which any city can be prepared for terrorism after all, New York had been judged the nation's most prepared and most able to respond even before the devastation of the World Trade Center. On that catastrophic day, when hijacked jetliners roared through the blue sky of a late summer morning and demolished the twin towers the response from New York's emergency personnel was, indeed, swift. With memories still fresh of the more than 2,800 people killed in the attacks, city leaders are working to ensure New York is even more prepared should the unfathomable happen again.
Improving communications
Although the September 11 rescue efforts succeeded in saving some 25,000 lives, one weakness exposed by the emergency response at the Trade Center was poor coordination and communications among fire and police officials.

New York City is located on the eastern coast of the United States about 1000 miles north of Florida and 200 miles South of Boston. It is situated at the mouth of the Hudson River, and is divided into five districts called boroughs. Long Island stretches almost 100 miles to the east of New York City and the state of New Jersey lies just across the Hudson River to the west.     "The nation is at this time in a state of Revolution, North, South, East, and West," wrote the Washington Times during the often violent protests that occurred after Abraham Lincoln issued the March 3, 1863, Enrollment Act of Conscription. Although demonstrations took place in many Northern cities, the riots that broke out in New York City were both the most violent and the most publicized.
    With a large and powerful Democratic party operating in the city, a dramatic show of dissent had been long in the making. The state's popular governor, Democrat Horatio Seymour, openly despised Lincoln and his policies. In addition, the Enrollment Act shocked a population already tired of the two-year-old war.
    By the time the names of the first draftees were drawn in New York City on July 11, reports about the carnage of Gettysburg had been published in city papers. Lincoln's call for 300,000 more young men to fight a seemingly endless war frightened even those who supported the Union cause. Moreover, the Enrollment Act contained several exemptions, including the payment of a "commutation fee" that allowed wealthier and more influential citizens to buy their way out of service.
    Perhaps no group was more resentful of these inequities than the Irish immigrants populating the slums of northeastern cities. Poor and more than a little prejudiced against blacks-with whom they were both unfamiliar and forced to compete for the lowest-paying jobs-the Irish in New York objected to fighting on their behalf.

    Yes, if a ban on subway photography as proposed by the MTA is enacted. The current rule, if not always properly enforced, is that amateur photography without lights and ancillary equipment, is permitted under New York State Compilation Codes, Rules and Regulations section 1050.9(c). However, on May 20th, 2004, New York City Transit proposed a ban on amateur photography and videotaping, citing "security concerns". In the New York Times on May 21st, NYCT spokesman Charles F. Seaton was quick to point out that press card holders are exempt, and "commercial enterprises" with "legitimate needs" would be allowed to take pictures with permission obtained in advance. But that's the same as the CURRENT policy for press and commercial enterprises. Given that the MTA charges for commercial photo and film shoots, they want to make it clear that they are not going to sacrifice a revenue stream in the name of enhanced security. We can all see what that means: "Individuals don't have big business to support them. We can hassle them with impunity!" The madness doesn't just extend to New York City. New Jersey Transit has also enacted such a ban, even so far as having police detain and question people taking photos of NJT trains from PUBLIC STREETS. No trespassing was involved, no laws were broken. This has affected regular users of this very web site. Was their camera taken? No. Were they arrested? No. Charged? No. So, no harm no foul right? Well, if you consider being taken into custody, deprived due process and Miranda rights, interviewed by local terrorism agents, "all right". One person's story is
