The Education of Immigrant Children in New York City. ERIC Digest. by Rivera-Batiz, Francisco Nearly one third of the total student population in New York City schools are immigrants, and the proportion is rising steadily. This digest presents an overview of all the factors that influence the education of immigrant children, concentrating on the students' needs, aspirations, and attainment, and on the public policies directed at them. DEMOGRAPHICS The number of immigrants recently flocking to New York City has been massive. Between 1980 and 1990 about one million people from over 160 countries moved to the City. Now, over one-third of the City's population is comprised of immigrants (New York City Department of Planning, 1992). For the purpose of securing aid, the City Board of Education takes an annual Federal Emergency Immigrant Education Census, counting children attending a school for three years or less whose total immigrant enrollment is at least three percent of its total enrollment. In the 1995-96 school year, the Census identified nearly 135,000 students-almost four times the number counted only five years before (Board of Education of the City of New York, 1996). These students represent only a portion of the total number of immigrants in New York City schools. In fact, using statistics from the 1990 U.S. Census of the Population, it is estimated that about 320,000 immigrant children attended City schools in 1995-96.

The largest public school system in the United States often makes headlines—whether it’s about the challenges of modernizing the curriculum for children with disabilities or it involves such debates as introducing vouchers that let students attend schools of their choice. But look past the media spotlight into the New York City Board of Education and you’ll see an operation that is intent on accomplishing its goals, particularly in the area of IT. As part of its Year 2000 solution, the board adopted a formal software testing methodology and automated testing tools over the last two years. Now the board sees the value of retaining that quality assurance (QA) solution beyond the year 2000. A permanent QA program is an investment many IT organizations may be reluctant to make, even though it is universally seen as a smart way to produce the applications that run the business. The New York City Board of Education relies on hundreds of business and student applications. Business applications—used to maintain 1,100 school buildings and administer a district with 63,500 teachers—include everything from inventory and facilities management to accounting and payroll.
Capturing Organizational Knowledge
In 1995, the board appointed a new chancellor, Rudy Crew, who had been a popular superintendent in Tacoma, Wash., and who set about overhauling board operations to improve administrative performance and the quality of education. With an eye toward upgrading IT operations, Crew staffed the IT organization with seasoned managers.

New York's Children Left Behind?
by Jessica Wolff January, 2004 Two years ago this month, on January 8, 2002, President Bush signed into law the No Child Left Behind Act, an extensive revision of the federal education law. The Act proposed to improve the academic achievement of all students. It pledged additional funding for quality teaching, proven instructional methods, choices for parents of students in low performing schools, and stronger accountability for achievement, including closing achievement gaps among different groups of students. No Child Left Behind Act, which passed Congress with broad bipartisan support, is the latest reauthorization of the federal law on elementary and secondary education. First enacted in 1965 as part of President Lyndon Johnson's "War on Poverty," the law encompasses Title I, the federal government's largest program of school aid for disadvantaged students. Deborah R. Douglas, for Respondent. HANCOCK, J.: For reasons to be explained, we conclude that a board of education may not have access to sealed records for such purpose. It follows that in this case there was no legal basis for directing the unsealing of records pertaining to the unsuccessful prosecution of respondent for a misdemeanor charge of drug possession. There should, accordingly, be a reversal. I The board brought the instant application on January 21, 1992 in Supreme Court for an order unsealing the criminal court records as well as releasing the prosecutor's file and the physical evidence. Supreme Court granted the board's application, concluding that despite the lack of specific statutory power it had inherent discretionary power to unseal records "in extraordinary circumstances in the interests of fairness and justice", citing Matter of Dondi (63 NY2d 331, 338) and

A kinder, gentler definition of jihad. It really means "to do one's best to resist temptation and overcome evil." An error-filled version of global geography. The equator actually passes through Florida, Texas and Arizona. A saga of a swashbuckling hero of today who can be compared to ancient historical heroes dating to the Trojan War: Indiana Jones. The world of 21st century textbook education is a learning laboratory in which agendas, ideologies and errors all too often trump balance, accuracy and fairness. Violence rises between Asian and African American Students in NY Schools
(May. 14, 2004) Civil Rights laws are kicking up in New York with the rising tension between Asian and African American students in New York's public high schools. A proposed state law focusing on prohibiting discrimination and harassment of students in public schools on the basis of race, color and sexual orientation will now probably pick up in its progress. The Dignity for All Students Act was passed by the New York State Assembly. In order to become law it still has to be passed by the State Senate and Governor George Pataki must sign the bill into law. The bill sets guidelines and policies for how schools can best remedy incidents of harassment or discrimination and incidents must be reported. Some New York City school authorities have denied that Asians are targeted for more bullying and harassment than students of other ethnicities. But at a recent public hearing, parents and students from the Korean and Chinese American community said Asian students are becoming the target of physical attacks and verbal harassment, particularly by African American students, and that they were being picked on because of their ethnicity. A Korean student said that Asian American students are often abused verbally and called "chinks." After one incident on March 23, a group of Korean American and African American students fought in a park near their school, according to the newspaper. Since the altercation, the Asian American students were absent from school for three weeks because they still felt threatened.

Teachers are needed across New York
Head hunters from New York are interviewing British teachers they want to recruit to work in some of the United States' toughest schools. The city is short of 11,000 teachers needed to work mainly in poorer areas such as the Bronx, Brooklyn and Queens. And British agencies are helping to recruit teachers for Florida and Alaska. But Britain has its own teacher shortage. Art teacher Sophie Baker : "Teachers are paid for extra-curricular work" The New York education officials are targeting British teachers to teach maths, science, English and foreign languages, subjects where the British teacher shortage is most severe. The UK teacher supply agency Timeplan has struck deals with school boards in Florida and Alaska to recruit teachers from the UK. Timeplan spokesman Barry Hugill says it is all part of the growing global market in teaching and the recognition of the profession.

New York City Board of Education - Office of School Food and Nutrition Services

The New York City Board of Education, Office of School Food and Nutrition Services (OSFNS) serves approximately 1.2 million meals daily to students and staff. Their Pest Control Division is a part of OSFNS. The school system is comprised of 32 school districts and contains approximately 1200 school buildings. The normal school term food program consists of breakfast, lunch, and in many schools, "Latch-Key" meals served after school. Throughout the summer and during many extended holiday recess periods, over 900 schools provide breakfast and lunch at no charge to all persons under 18 years of age. Except for a handful of sites and meals are prepared hot at the school site to enhance palatability and encourage student participation. This type of program requires restaurant type equipment, and that requires state of the art pest control services.

Our strategy remains synonymous with our goal: to continue to provide satisfactory pest control services to our public schools with no compromise to the health and safety of students and staff. It is hoped that with the favorable news above regarding our children's declining asthma rate and the cost analysis showing our program to be an obvious "bargain", that we will receive attention in the staffing department.
Progress on 2003 Activity 1
In the face of staff and budget cuts as mentioned above, I would have to say that a stated goal is simply maintaining our current level of IPM services to 1200 schools with our 14 field technicians. A pressing concern to me looming for 2003 was attempting to continue to provide satisfactory pest control services in the face of reduced staff and looming citywide budget cuts. Our reduced staff of 14 (due to December 2002 layoffs) was further decimated by the resignation of yet another technician in early September. We have, however, not budged on our committment to adhering to the principals of IPM in the ongoing monitoring and treatment of our schools.

Teachers College Picks Former New York City Board of Education President Carol Gresser to Direct Institute for School Board Leadership Carol Gresser, former president of the New York City Board of Education, will serve as director of The Institute for School Board Leadership at Teachers College. The advisory board for the project consists of board members and superintendents from districts that have been successful in garnering the support of business and the extended school community. The following people have agreed to be on the advisory board: Betty Allen, founder and president of the Harlem School of the Arts; Phillip Coltoff, executive director of the Children’s Aid Society; Judith E. Moore, member of Community School Board 3; Robert Spillane, former superintendent of the Fairfax County Public Schools; and Dorothy Wilner, member of Community School Board 30. Developing a Model Program "We have neglected the critical role school boards play in the education of children," Gresser said. U.S. Secretary of Education Visits New York City Schools and Offers $4 Million in Immediate Assistance

President Bush joins Paige by telephone to make grant to Chancellor Levy during school visit. New York City, Sept. 17 Paige traveled to New York on Monday to tour schools that were damaged and directly impacted as a result of the attacks. New York City Board of Education Chancellor Harold O. Levy led Paige on the tour, and the two met with students and teachers to discuss their experiences during the past week and the importance to getting back to school. During a visit to P.S. 41, where students are back in classes, and teachers from other schools that remain closed are planning for the needs of their students, Paige and Levy received a phone call from President Bush. During the call, President Bush announced that the New York City schools would receive a $4 million immediate service grant from the U.S. Department of Education as part of its Project SERV. The president announced what will be the first step in the Education Department's efforts to help students, families and teachers in the New York area who have been deeply impacted by the terrorist attacks.
