N E W Y O R K, July 28 The Harvey Milk High School, an expansion of a 1984 city program consisting of two small classrooms for gay students, will enroll about 100 students and will open in the fall. The school, at 2 Astor Place in the East Village, is undergoing a $3.2 million renovation approved by the old Board of Education last year. The Hetrick-Martin Institute, a gay-rights youth advocacy group that has managed and financed the program since its inception, has hired William Salzman as principal of the new school. Salzman is a former Wall Street executive who most recently served as assistant principal of guidance and business at Brooklyn's Automotive High School.

New York Networks for School Renewal

New York Networks for School Renewal (NYNSR) focused its work on the establishment and support of small learning communities. The combined resources of four sponsoring organizations, New Visions for Public Schools, the Center for Collaborative Education (CCE), the Center for Educational Innovation (CEI), and the New York Association of Community Organizations for Reform Now (ACORN), worked to institutionalize the development of small schools. The results included providing small schools of high quality in low-income communities that previously had few choices, helping to transform the school system to feature more small schools, and influencing the New York City Board of Education decision to create an Office of New and Charter School Development that has adopted the process used by NYNSR to create their schools. NYNSR schools experienced increased student achievement, higher graduation rates, and decreased dropout rates.
NYNSR collaborated with the United Federation of Teachers (UFT) and the New York City Board of Education to increase teacher retention. The New Educators Support Team (NEST) resulted from this concern and focused upon the improvement of new teacher development programs.

Comparative Costs of Bilingual Programs: The New York Case Study
Bilingual education in New York State is a case study in how good intentions can create a vast and expensive network which is ever searching for more problems to solve. Like many government programs, once a program is in place, the bureaucrats who run it search out an ever-expanding list of people who "need" the program but are not being served. Fully 121 separate languages have been identified as being spoken by at least one LEP student.<2> One might think that would be a sufficiently full plate for any agency. But on February 16-18, 1990, "a statewide institute" was held to discuss special programs for "students from the English speaking Caribbean."<3> Under New York education regulations, a student is considered LEP if he or she scores "at or below the 40th percentile on a standardized English test."<4> This definition of LEP has suffered from inflation over time. The higher the cutoff score is, the more children who are eligible for bilingual programs. Thus, in a 1975 court case, Aspira of New York v. Board of Education of New York, Aspira argued against any minimum English proficiency cutoff score (which meant all students would be eligible), while the defendants suggested a 10th percentile cutoff (which would mean 90% of the students would not be eligible) since "there were monolingual English speaking students in regular classrooms who scored below this [10th percentile]."<5> job in an English-speaking society is evidently no reason why he or she should have to understand English to deal with the guidance counselor.

Friday, March 2, 2001 PALO ALTO, Calif.-In 1974, the New York City Board of Education signed a federal consent decree with Aspira, a Hispanic education and advocacy group, requiring that students who speak limited English be taught almost exclusively in their native languages. Today, this decree requiring bilingual education still governs the schooling of some 170,000 students in the five boroughs. Most students who fail a test of English competence are placed automatically in bilingual classes, in which they learn subjects like math and social studies in their native languages. They can be switched out only at a parent's insistence. Some students linger in these classes for six years or more. Although the seven members of New York City's Board of Education unanimously adopted this week a basket of purported reforms, they declined to challenge that underlying court order, leaving them merely to tinker at the edges of a disastrously failed policy. The board suggested that immigrant students should no longer automatically be placed in bilingual programs, but as advocates for these programs have already made clear, this policy certainly seems to run headlong into the court order, which requires exactly that.
